RECOMMENDATIONS:
Staff recommends the City Council discuss this item and provide staff with direction.
Before introducing the ordinance for first reading, the Council should decide:
1. Whether the City employment prohibition applies to Council Members
only; OR
2. Whether the City employment prohibition applies to local elected City
officials (current City Clerk, current City Treasurer, Council Members).
The prohibition would not apply to members of the Culver City Board of
Education; AND
3. Whether the city employment prohibition should be for one or more years
after the Council Member/Elected Official leaves office.
BACKGROUND/DISCUSSION:
At the November 19, 2007, meeting, the City Council directed staff to return with a
discussion item to consider adding a section to the Municipal Code which would
prohibit City Council Members from accepting or holding any position as a City
employee after leaving office. Although the discussion addressed applying it to
Council Members, staff felt it was important to bring the issue of “local elected city
officials” forward so Council can consider all aspects of the matter. Therefore, staff
has prepared two versions of an ordinance which are in your packet, as well as a
survey of other cities.

Several cities have adopted “revolving door” regulations prohibiting former council
members from accepting or holding a position as a city employee until one or two
years have elapsed after leaving office. (See Attachment 1) Hermosa Beach and
Redondo Beach restrict former council members from becoming eligible for
appointment as City Managers. Burbank, Glendale and Sacramento restrict former
council members from any city position for a period of one or two years. The cities
of Beverly Hills, El Segundo, Inglewood, Torrance and West Hollywood have no
restrictions.
Staff has prepared two versions of the ordinance prohibiting employment with the
City. Ordinance One (Attachment 2) would apply to Council Members. Ordinance
Two (Attachment 3) would apply to local elected City officials. In Ordinance Two,
the term “local elected city officials” would not apply to members of the Culver City
Board of Education.
The Council should also determine whether the employment prohibition should be
for one or more years after leaving office.
FISCAL ANALYSIS:
There is no fiscal impact associated with this report.

Employment Prohibition, prohibiting Local Elected City Officials from accepting or
holding a position as a city employee for ONE or MORE years after leaving
office.
