RECOMMENDATION:
Staff recommends the City Council provide direction to the City Manager related to vacancies on the Parks, Recreation, and Community Services Commission and the Landlord-Tenant Mediation Board.
BACKGROUND:
Over the past several weeks, two vacancies have arisen: one on the Parks, Recreation and Community Services Commission and the other on the Landlord-Tenant Mediation Board (Tenant Position). Staff is requesting direction from the City Council on the issue of if/when to commence advertisement for applicants for these vacancies.
DISCUSSION:
Parks, Recreation, and Community Services (PRCS) Commission Vacancy:
Kelly Kent, who resigned from the PRCS Commission after being elected to the Culver City Unified School District Board of Education, leaves a seat with an unexpired term which ends on June 30, 2016.
Please note: At their meeting of December 1, 2015, the PRCS Commission conveyed its viewpoint that the City Council should fill this vacancy as quickly as possible. Additionally, Mr. John Lopez visited the City Clerk’s Office in December and expressed his interest in completing an application for the PRCS Commission. The City Clerk advised him to postpone filling out an application until the City Council’s direction was received on this subject at tonight’s meeting.
Landlord Tenant Mediation Board (LTMB) Tenant Position Vacancy:
Kyle Jones, who has moved outside the limits of Culver City, leaves a seat with an unexpired term which ends on June 30, 2017. There are three active Tenant positions that are currently filled on a board comprised of 12 members.
Options:
The City Council may wish to consider the following:
(1) Take no action: If the City Council chooses to proceed in this manner, advertisement for these vacancies will be part of the next regular recruitment (advertising for which begins in late March 2016), at which time the PRCS Commission appointment would be for a new, full four-year term and the LTMB appointment would be for an unexpired term of approximately one year. City Council consideration of appointments is tentatively scheduled for the Regular Meeting of May 23, 2016;
OR
(2) Consider pool of previous applicants: The City Council may wish to consider the 2015 pool of applicants who applied to either the PRCS Commission or LTMB tenant position and were not appointed to complete the unexpired terms (tailored pool) or consider the entire 2015 pool of eligible prior applicants from all bodies (broad pool). If either of these options are selected, the City Clerk’s Office would contact all eligible applicants to confirm they remain interested in being considered for the vacant position(s), and staff would return to the City Council with an item for consideration of appointments at the Regular Meeting of January 25, 2016. (Note: in the tailored pool, there are up to six applicants for the PRCS Commission vacancy and there is one potential applicant for the LTMB vacancy; and in the broad pool, there are up to 32 applicants total (subject to confirmation of interest and qualifications);
OR
(3) Advertise vacancies: Direct the City Manager to advertise for these two vacancies immediately over the course of the next month and bring back an item to City Council for consideration of appointments at the Regular Meeting of February 22, 2016;
OR
(4) Alternate direction: Determine to handle the PRCS Commission appointment and the LTMB appointment in a different manner and direct the City Manager as deemed appropriate.
In the case the City Council selects Option 3 above, the vacancies will be advertised in the Culver City News, on the City’s website, and be the subject of email notifications, “tweets,” and Facebook posts.
FISCAL ANALYSIS:
Costs for advertising the vacancies in the Culver City News are expected to be approximately $1,050. Sufficient funding is available in the City Council Adopted Budget for Fiscal Year 2015/2016 to cover this expense.

RECOMMENDED MOTION(S):
That the City Council:
(1) Take no action (in which case the current vacancies would be advertised as part of the next regular recruitment which begins at the end of March, 2016 for appointment consideration at the Regular Meeting of May 23, 2016);
OR
(2) Direct the City Manager to contact previous applicants (selecting either the tailored or broad pool) for appointment consideration at the Regular Meeting of January 25, 2016;
OR
(3) Direct the City Manager to commence with advertising the two vacancies for appointment consideration at the Regular Meeting of February 22, 2016;
OR
(4) Determine to handle the PRCS Commission appointment and the LTMB appointment in a different manner and direct the City Manager as deemed appropriate.
