BACKGROUND/DISCUSSION

 

Staff is exploring ways to use technology to enforce parking in bus only lanes and bus stops along the Move Culver City corridor. This level of enforcement is allowed under the new CA law AB917 enacted on January 1, 2022.  The Transportation Department is working collaboratively with the City Attorney’s Office, the Culver City Police Department, and the Finance & Purchasing Department to launch a pilot program in FY 2022-2023 on our CityRide vehicles operating the Downtown Circulator. The law allows transit agencies to install cameras on buses to enforce parking violations at bus stops and in bus-only lanes. It helps transit agencies improve customer experience by deterring drivers from violating bus-only lane designations, increasing the reliability of public transit and keeping riders safe by discouraging vehicles from parking at bus stops, providing a safe boarding area for passengers as they embark and disembark from buses.

 

Staff has received and reviewed three (3) unsolicited proposals from technology vendors to operate a Proof-of-Concept pilot program utilizing a Camera Bus Lane Enforcement (CBLE) technology system. The Proof-of-Concept gives the Transportation Department the opportunity to evaluate the effectiveness of automated technology solutions, that captures digital evidence of vehicles parked in bus lanes and share it with CCPD for violation processing. Furthermore, it affords all departments involved with the opportunity to test an end-to-end solution that includes a hands-free AI enabled camera system with a back-end database management system. The data collected during the pilot program will help the department get a better understanding of what scale parking violations are occurring and test a technology solution to learn whether it is effective at capturing those violations.

 

Staff would like to present some of the findings and recommendations for consideration and input from the Mobility Task Force as we reimagine the program.
