Nachbar (05/06/15) RECOMMENDATION: Staff recommends that the City Council approve an application for grant funds in the amount of $18,178 through the Fiscal Year 2015 Department of Justice Bureau of Justice (BJA) Assistance Bulletproof Vest Partnership. BACKGROUND: The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998, is a unique U.S. Department of Justice initiative designed to provide a critical resource to state and local law enforcement. Since 1999, the BVP program has awarded more than 13,000 jurisdictions a total of $393 million in federal funds for the purchase of over one million vests (1,197,348 as of December, 2014). Based on data collected and recorded by BJA staff, in Fiscal Year 2012, protective vests were directly attributed with saving the lives of at least 33 law enforcement and corrections officers in 20 different states, an increase 13.7% over Fiscal Year 2011. At least 14 of those life-saving vests had been purchased, in part, with BVP funds. The BVP covers one-half the costs of Department purchased bullet-proof vests. Since 2000, the Police Department has been awarded and received reimbursement funds in the amount of $149,449.33. DISCUSSION: The grant application will reflect the number of vests the department needs to replace issued vests (based on a five-year vest life cycle) and vests for officers the department anticipates hiring over the next two years. The Police Department City of Culver City, California Agenda Item Report records show the need to replace 22 issued vests and 20 vests for new police officers over the next two years based on current and future vacancies due to attrition. FISCAL ANALYSIS: Grant allocated funds will be used to off-set 50% of the costs for the purchase of BPVs. Funds have been requested in the City Manager’s Proposed Budget for Fiscal Year 2015/2016 Budget to purchase new BPVs. MOTION: That the City Council: 1. Approve an application for grant funds through the Fiscal Year 2015 Department of Justice Bureau of Justice Assistance Bulletproof Vest Partnership in the amount of $18,178; and, 2. Authorize the City Attorney to review/prepare the necessary documents; and, 3. Authorize the City Manager to execute such documents on behalf of the City.
