RECOMMENDATION

 

Staff recommends the Subcommittee (1) receive a presentation and discuss improving headways for Line 1 within the Comprehensive Mobility Services Plan; and (2) give direction to Staff.

 

 

BACKGROUND/DISCUSSION

 

In the March 31, 2026 Standing Mobility Subcommittee Meeting, City Staff presented updates on the Culver CityBus Comprehensive Mobility Services Plan (CMSP), as well as its draft recommendations. The draft recommendations included Short and Long-Term Plans that outlined ways of utilizing current and future mobility resources to best meet community needs.

 

As part of these updates, Councilmembers asked Staff to examine reallocating resources to improve headways on Line 1 for the Short-Term Plan to a minimum 10-minute frequency at morning and afternoon peak times as part of the CMSP analysis. Staff have analyzed what resources would be needed to improve Line 1 headways with existing capacity, as well as potential impacts to the larger Culver CityBus network.

 

In 2026, Culver CityBus runs between six (6) to eight (8) buses on Line 1 for peak hour service. To improve headways to 10 minutes, Culver CityBus would need to increase the number of buses on Line 1 to 12 buses to properly account for travel time and congestion. As Culver CityBus cannot increase the number of buses at its yard, these additional four (4) buses would need to be reallocated from existing service. Staff will show where those buses could be reallocated from, as well as how that could affect existing and future transit services and the riders who depend on them.

 

Staff are returning to Mobility Subcommittee to provide a summary of these findings and tradeoffs, as well as receive direction from Councilmembers.

 

Staff are still developing the CMSP and are including recent input from the communities that depend on Culver CityBus for transportation to build upon previous draft recommendations. Staff anticipate closing out the CMSP in 2026 to begin incorporating changes to the existing transit network.
