Kimball) (08/19/09) City Manager Approval: Mark Scott (08/19/09) RECOMMENDATION: Staff recommends the City Council award a contract to Sierra Pacific Electrical as the lowest responsive and responsible bidder for the construction of the Culver West Alexander Park Rehabilitation (Phase II) - Lighting Improvements, P-835 (Project) in the amount of $71,350. BACKGROUND: Phase I of the Project included a new jogging trail and landscaping; demolition and removal of an existing vacated restroom, the softball infield, and horseshoe pits; seeding and new turf in the former softball infield; enlarging the existing group picnic area; and the installation of rock climbing play equipment. The Phase I construction was completed in the Fall of 2008. Phase II of the Project includes the removal of the obsolete sport lighting fixtures, the installation of 14-foot high walkway lights along the jogging path, 4-foot high bollard lights in the McConnell pathway, and security lights at the recreation building. LED luminaries, which have longer life expectancy and less energy consumption, have been specified throughout this project. On April 13, 2009, the City Council approved the Phase II final plans and specifications and authorized the advertising for construction bids. City of Culver City, California Agenda Item Report DISCUSSION: The Project was advertized for construction bids in the local newspaper, on the City’s website, and in trade journals. Seven general contractors purchased the plans and specifications. On August 6 2009, the Deputy City Clerk publicly opened bids. The corrected total is in ( ). Staff reviewed the eleven sets of contractor bid documents. All the bid documents were found to be responsive and complete. Per the project specifications, the lowest bid is determined by the lowest total base bid. Staff reviewed the bid of the apparent lowest bidder, Sierra Pacific Electrical, and found the bid documents responsive and complete. In its bid, the cost difference is $10,465 between LED fixtures (base bid) and regular metal halide fixtures. In evaluating the bidder’s responsibility, staff reviewed Sierra Pacific Electrical’s bid bond, contractor’s license, worker’s compensation insurance, qualifications and prior lighting project experience all of which were determined to meet City requirements. Sierra Pacific Electrical has completed similar projects for other local municipal agencies. Representatives from the City of Riverside and City of Beaumont indicated that Sierra Pacific Electrical performed in an excellent manner on their street lighting projects. Should the City Council award the contract, the construction on the project is expected to commence in October 2009 and be completed by the end of 2009. All adjacent property owners will be notified of the dates of construction. The construction management and inspection of the project will be conducted by Public Works Department staff.
