RECOMMENDATION

 

Staff recommends the City Council receive presentations of conceptual plans prepared by wHY Architects and SWA Group for the City Hall Landscaping Replacement and Centennial Garden Project.

 

 

BACKGROUND

 

On November 28, 2016 the City Council formed an Ad Hoc Subcommittee comprised of Vice Mayor Thomas Small and Council Member Jim Clarke to oversee a design competition amongst City architects for a Centennial Garden to memorialize the City’s 100th year anniversary and to replace City Hall’s landscaping with drought-tolerant plants (the “Project”). 

 

On May 30, 2017 the City Council approved the content of a Request for Proposals (RFP) and its release to competing firms to prepare conceptual plans for the Project (See Attachment No. 1 - RFP).

 

The RFP required the firms to respond in the following two phases:  In the first phase, all the firms were invited to submit conceptual plans for the Project.  In the second phase, those selected as finalists were invited to submit a proposal that outlines the costs to implement their concept.  Their fee breakdowns were to include preparation of a drought-tolerant plant palette, construction documents, bid documents, and cost estimates to construct the Project in three separate phases.

 

A nine member Project Review Committee (Committee) was formed to evaluate the competing conceptual plans and is comprised of the following members:

 

                     Patrick Reynolds, Parks, Recreation and Community Services Department

                     Charles Herbertson and Joe Susca, Public Works Department

                     Christine Byers, Cultural Affairs

                     Vice Mayor Thomas Small and City Council Member Jim Clarke

                     Len Dickter, Cultural Affairs Commissioner

                     Darrel Menthe, Culver City Centennial Celebration Committee Member

                     Julie Lugo Cerra, Culver City Historical Society

 

 

DISCUSSION

 

The RFP was released on June 5, 2017 and the following four firms responded with conceptual plans:

 

1.                     Studio Pali Fekete Architects in partnership with Mia Lehrer & Associates

2.                     Griffin Enright Architects in partnership with Stephen Billings Landscape Architecture

3.                     wHY Architects of Los Angeles (wHY)

4.                     SWA Group in partnership with Horton Lees Brogden Lighting Design (SWA)

 

The Committee met on July 11, 2017 to review the submittals and subsequently invited all four firms to be interviewed on July 26, 2017.  Upon conclusion of the interviews, the Committee selected SWA and wHY as finalists and invited them to present their conceptual plans to the City Council and community members (see Attachments No. 2 -- wHY and SWA proposals). Tonight, the City Council will receive presentations from the two finalists.  Those in attendance are invited to provide feedback on the designs and upon conclusion of the meeting, they are encouraged to complete a survey to indicate which design they prefer.

 

On September 11, 2017, the City Council will consider the phase two cost proposals submitted by the two finalists and will be asked to select a firm to complete the Project.    

 

 

FISCAL ANALYSIS

 

The 2017/18 Fiscal Year budget includes CIP No. PF-019 City Hall Centennial Garden amounting to $546,000 in General Funds to complete the Project with a $138,183 carry-over from CIP-PO-002 Water Conservation Programs for a grand total of $684,183 available to complete the Project. This cost may be somewhat offset by funds raised by the Culver City Centennial Celebration Committee for the Centennial Garden.
