RECOMMENDATION:
Staff recommends the City Council authorize a five-year agreement with General
Environmental Management, Inc. (GEM) for the removal, transport and disposal of
hazardous materials from the City’s Transfer Station located at 9255 W. Jefferson Blvd.
BACKGROUND:
Culver City residents occasionally deposit hazardous waste such as oil, paint, anti-
freeze, and solvents into their solid waste bins. Since the City operates an exclusive
franchise to collect solid waste, illegally dumped hazardous waste materials eventually
end up at the City’s Transfer Station.
In the State of California, it is illegal for hazardous waste to be deposited in landfills.
Furthermore, it is against the law for a person or company to transport more than 15
gallons or 125 pounds of chemical hazardous waste per trip unless licensed to do so.
According to federal and state laws, hazardous waste must be properly handled and
transported by companies that are licensed to do so.
DISCUSSION:
Since 1999, a licensed contractor has removed and transported hazardous waste
materials temporarily stored in sheds located at the Transfer Station. State law requires
that these sheds be emptied within state regulated time frames of every 90 days. If the
sheds are not emptied within the required time frame, the City can be subjected to fines.
The previous agreement expired on May 11, 2006, however, the agreement was

temporarily extended until October 31, 2006 with approval of the City Manager’s Office
to allow ample time for the sheds to be emptied while Public Works Staff solicited
proposals from qualified firms and to enter into a new agreement for removal, transport
and disposal services for hazardous materials. The sheds will be emptied prior to
October 31, 2006 to allow ample time for a new agreement to be initiated.
On August 29, 2006, a Request for Proposal (RFP) was released to qualified firms
specializing in hazardous material removal and disposal. On September 13, 2006, the
City received proposals from three firms: General Environmental Management (GEM),
Clean Harbors Environmental Services, and North State Environmental. The proposals
submitted by these firms are based on the type and quantity of the materials collected
(i.e. 55 gal. drum of flammable solids, 55 gal. drum of flammable liquids, 35 gal. drum of
paint related materials, etc.).
Based on previous materials collected (type and quantity) from the sheds at the
Transfer Station, Staff was able to project the estimated annual cost of the services for
each firm. Based on this analysis, it was found that GEM’s proposal is the most
favorable. Additionally, the prices in GEM’s proposal will be fixed for the entire term of
the agreement. GEM’s proposal is provided as an attachment to this staff report to
illustrate the different disposal rates for the different types of materials.
Staff has verified GEM’s contractor’s license with the Contractor’s State License Board
and found it to be current and in good standing.
FISCAL ANALYSIS:
The total estimated annual cost for the removal of hazardous waste materials from the
Transfer Station is approximately $10,000-15,000. There are sufficient funds budgeted
in Non-Departmental account 10116100.619800.

Enclosed is General Environmental Management, Inc.'s (GEM) response to Culver City's RFP
for "Removal, Transport and Disposal of Hazardous Waste Materials". GEM is a fully

Per the RFP, pricing submitted entails two separate pricing sheets including pricing for the

annual HHW event is apparently somewhat new to Culver City Public Works Dept., we have
provided a schedule for a one-day collection event, based on a certain number of automobile

GEM History
In February of 2003 the Board of Directors of HAZPAK
Environmental Services, Inc. (HES), a California
corporation, unanimously agreed to support a share
exchange whereby the shareholders of HES exchanged
their stock in HES for share of stock in General
Environmental Management, Inc.; a newly formed State of
Delaware corporation which is qualified to conduct
business in the State of California. Since then, GEM has
acquired the assets of ENVECTRA, a leading hazardous
waste management company in Northern California that
specialized in utilizing web-based software to track
hazardous waste shipments, profiles, shipping documents
and invoices.
After the ENVECTRA purchase, GEM acquired the
California operations of Pollution Control Industries, LLC
(PCI) which included a Treatment, Storage, and Disposal
Facility (TSDF) located in Rancho Cordova, CA. The Part
B facility offers waste consolidation and transfer to
ultimate recycling and disposal sites. GEM operates the
TSDF as GEM Rancho Cordova, LLC. The PCI
acquisition also brought a number of field operations
personnel who bring a wealth of experience servicing city
and county household hazardous waste contracts.
In August 2004, GEM finalized the acquisition of Prime
Environmental Services, Inc. (Prime) Prime brings drum
management and site remediation experience to GEM, and
operated from two offices on the west coast (El Monte, CA
& Seattle, WA).
On March 10, 2006, the Company entered into a purchase
agreement with K2M Mobile Treatment Services, Inc. of
Long Beach, California ("K2M"), a privately held
company, pursuant to which GEM acquired all of the
issued and outstanding common stock of K2M. K2M is a
California-based provider of mobile wastewater treatment
and vapor recovery services.
To date, our principal office is headquartered in Pomona,
California with seven field service locations in Rancho
Cucamonga, CA; Santee, CA; Port Hueneme, CA; Rancho
Cordova, CA; Long Beach, CA; Seattle, WA; and
Highlands, TX — with one TSDF in Rancho Cordova, CA.

TRANSPORTATION
GEM provides unmatched transportation services for both full and less-than-

Less-Than-Load (LTL) Container Transportation Services GEM provides

2.4Culver City Proposal 2006 I Scope of Services
GEM will conduct waste management services as specified in the Culver City RFP under Scope of Services.
Furthermore, GEM has an active hazardous materials and waste electronic tracking system on our website at
www.go-gem.com
. GEM's EnVectra web-based software is capable of managing waste profiles, creating and
viewing past work orders, viewing completed and accurate Invoices, printing required shipping documents
(such Manifests and LDRs) and labels, and completing required management and agency reports. As a GEM
customer, Culver City has a tracking infrastructure that can easily be used by anyone with Internet access.
More importantly the EnVectra software can be used by Culver City to ensure hazardous waste management
compliance, with respects to documentation preparation and record keeping requirements that are achieved.
(Please see Section H: Schedule of Fees for pricing).
The GEM service approach to Culver City includes a primary contact, the District Account Manager,
supported by the GEM lines of business and our subcontractors. The District Account Manager is responsible
for implementing the service approach and ensuring compliance with all goals of the contract. Duties include,
however not limited to:
• Providing all estimates for project and purchase order (PO) purposes.
• Setting goals and expectations for GEM lines of business.
• Initiating the tracking system for measuring GEM performance

It is understood that Culver City would like to conduct a one time per year hazardous and non-hazardous
collection event for its residents. Please note that because the Culver City Public Works Department has not yet
held HHW Events, the separate pricing for the annual collection event pricing schedule is based on a certain
number of automobile participants. Including the regular IIHW management services needed, GEM will
provide the necessary personnel, supplies, and equipment to successfully manage the HHW event. GEM will
provide a staff of fully trained and experienced GEM personnel that will work from start to finish. The on-site
staff will perform all tasks associated with a HHW event, including the unloading of vehicles, the packaging of
wastes, and the transportation of the waste containers. GEM's Field Services Department is fully stocked with
packing supplies, safety, and spill control equipment. GEM's TSDF has the capacity to accept and process all
acceptable waste streams received at the one-day event.
The following is a typical collection setup for a household collection event. GEM can customize this collection
setup to meet the specific requirements of the Del Norte collection area.Culver City Proposal 2006 I Scope of Services (Cont.)
As the vehicle pulls into the unloading lane, the participant will be asked to put their car in the park position,
turn off the vehicle, and remain in their vehicle. The unloader, will then inspect the load for any leaking
containers and confirm that each item is properly labeled. Any leaking containers will be overpacked into a
larger container before being packaged by the field chemist(s). All waste items must be clearly marked or
labeled with the product's name and its chemical constituents. GEM will ask that the resident identify any
unlabeled material found in the vehicle. This information will immediately be written on the container with a
permanent marker. If it cannot be identified, the material will be taken to the screening area for further analysis
by the field chemist(s). If the unloader discovers any unacceptable waste items, the HHW Project Manager will
be called over to inspect the material and deteimine the best course of action.
The unloader will then carefully remove all acceptable material and place it on a plastic unloading cart. If a
waste item is determined to be too heavy or large in size for the unloading cart, the unloader will request that a
drum cart be used to transport the waste item to the appropriate workstation. The resident will be allowed to
leave once all waste material has been approved for disposal.

GEM strives to abide by the Resource Conservation Recovery Act Hierarchy and implement the guiding
principles of Responsible Recycling. GEM currently has recycling outlets for the following waste categories:

GEM accepts most every type of waste material for disposal at its treatment, storage, and disposal facilities.
Most hazardous wastes received by GEM are blended into waste-derived fuels and shipped off-site to permitted
cement kilns. Other hazardous wastes may be treated and/or shipped off-site for reclamation or incineration.
Non-hazardous low BTU wastes are solidified and disposed of in approved Sub-Title "D" landfills. GEM also
utilizes wastewater treatment facilities for hazardous and non-hazardous liquids that meet the criteria for these
programs.
However, based on our permit, GEM cannot accept the following materials for disposal at our TSDF:
3 Radioactive (i.e. smoke detectors)
V Unstable Explosive or Shock-Sensitive (i.e. dry picric acid, old ethyl ether in metal cans)
• Biohazardous (i.e. sharps; medical waste)
Through our years of experience in the waste management industry, GEM has formed relationships with several
disposal outlets that can accept and process these materials for disposal. If any of these items are accidentally
received or dropped off at the collection event, GEM can work with the County to manage their disposal.
If any explosive items are discovered at the collection event, GEM can mobilize its High Hazard Team to
stabilize the waste items. GEM's High Hazardous program allows us to provide our customers with safe and
cost-effective options for handling and disposing of high hazard chemicals. GEM's high hazard chemists have
extensive training and are experienced in the identification, handling, removal, and disposal of these hard to
handle chemicals.

The cost for the mobilization of GEM's High Hazard Team is on a Case-By-Case basis.
Site Specific Safety Plan
GEM's HHW Project Manager with work with the County representative(s) to complete the SSSP, prior to the
start of the collection event. This plan can be customized to meet the specific requirements of the City (please
see the attached Sample SSSP at the end of this section).
Emergency Response Capabilities
GEM's District Account Manager or Response Foreman will respond to the original notification. GEM's
personnel and equipment shall proceed within one hour of the authorization from a representative of Culver
City. GEM will respond with a minimum of two personnel. Additional personnel will be available as needed.
Upon arrival, the Response Foreman will report to the on-scene coordinator from Culver City. The Response
Foreman will provide a written report or work order depicting the nature of work completed, labor, equipment,
and materials used to mitigate and clean-up the spill/release incident.

GEM personnel and equipment are dispatched from this location. GEM has a service agreement for
maintenance of all vehicles to ensure proper working condition.
GEM offers 24-hour, 365 days a year emergency response services which is reached through our toll free phone
number (800) 326-1011. During normal business hours of 7:00 AM to 5:00 PM, Monday through Friday,
excluding holidays, the emergency call would be answered by a representative of GEM at our offices and
forwarded to the District Account Manager or a Response Foreman. After normal business hours, on weekend
and holidays, calls will be answered by an operator with GEM's answering service. The answering service
would immediately contact the GEM's on-call Emergency Response Coordinator and forward the calling party's
phone number. The Emergency Response coordinator may be the District Account Manager or a Response

The Emergency Response Coordinator would then call Culver City representative and obtpin pertinent
information regarding the emergency (type, size, location, etc.). The Emergency Response Coordinator would
then contact the appropriate response personnel, at a minimum this would include one response foreman and one
cleanup technician. The response team would then immediately respond to the spill incident.
GEM's Field Services! Emergency Response Sheet with complete equipment list, supply and labor rates has
been provided as an attachment to this RFP.
Sub-Contractors
When required, waste streams requiring sampling will be collected by the District Account Manager and
delivered to Enviro Chem, a state certified laboratory, located in Pomona, California for 10-day turnaround as
required by this RFP.
Enviro Chem is a state board certified lab that providing a full line of analytical services. Certification # 1555.
Samples are routinely processed between 3-5 days. Priority turnaround up to same day service is available upon
request.
GEM's relationship with many of the major TSDF's nation wide, allows our customers to obtain a network of
capabilities and equipment through one service contractor. We are well versed in their capabilities and
understand their permits and operating procedures. These working relationships allow for efficient scheduling
and profiling allowing GEM to provide uninterrupted service to Culver City. These TSDF's have all required
permits to treat and store hazardous wastes.GEM
Labpack/Drum Pick Up Site Specific Safety Plan (SSSP)
This form must be completed and reviewed prior to any routine Technical Field Services site
work. This SSSP covers the following tasks: Labpacking, Drum Handling, Drum Sampling,
Field Screening (fingerprinting), Field Repacking, Consolidation or Bulking. Any other tasks
