RECOMMENDATION:
Staff recommends the City Council and Redevelopment Agency clarify the direction
provided to staff related to the role of Neighborhood Associations and direct staff as
deemed appropriate.
BACKGROUND:
At the October 22, 2007 Meeting, the City Council discussed the following item:
“J-2: A Joint Item to Consider Termination of an Exclusive
Negotiation Agreement with Champion Realty Ltd. and to Authorize
Preparation of a Specific Plan for Sepulveda Boulevard between
Machado Road and the 405 Freeway; Jefferson Boulevard between
Sepulveda Boulevard and the 405 Freeway; and Slauson Avenue
between Sepulveda Boulevard and the 405 Freeway and Discussion
of the Future Role of the Champion Development Citizens Advisory
Committee.”
During that discussion, at least three members of the City Council made comments
regarding the potential to notify Neighborhood Associations of permit applications
filed with the City. However, the discussion held that evening did not resolve into
clear consensus. Therefore, this item is being presented to the City Council to
provide an opportunity for the City Council to clarify its discussion and to direct staff
as deemed appropriate

DISCUSSION:
Mayor Corlin and Councilmembers Silbiger and Malsin each commented on the
issue of potentially notifying Neighborhood Associations and others of permit
applications filed with the City. Following is an excerpt from the minutes of the
October 22, 2007 meeting (the excerpts highlight comments made specifically on the
issue of the role of Neighborhood Associations):
[1:49:00] Councilmember Silbiger: What type of information should be given to a
Neighborhood Association?...Let’s see what already exists. Let’s see what other
cities have done…Encourage looking at Los Angeles and whatever other cities…
[2:21:40] Mayor Corlin: I feel very comfortable in having the Subcommittee come
up with [the types of permits to be noticed to the Public]. I think it is relatively
easy to implement. People can sign up on the website…So that we would not
have to send out flyers or postcards. That if something comes up it can be
pushed to their e-mail box…future information and a way for that community to
be aware of what is going on [should be sent back to the Subcommittee] (Mayor
Corlin did not mention a specific committee – however the context suggests the
Sepulveda Boulevard Subcommittee)
[2:24:15] Councilmember Malsin: The issue of notification aught to be directed to
the Economic Development Subcommittee. That is the right forum for that…
Options for Consideration
Based upon the comments made at the City Council meeting of October 22, 2007,
the City Council may wish to consider one of the following options:
(1) Direct Staff to survey what process other cities utilize with respect to their
neighborhood associations and return to the City Council with the results; or
(2) Assign this topic to the Sepulveda Boulevard Subcommittee (an Agency
Subcommittee) for review and to formulate a recommendation for consideration
by the City Council; or
(3) Assign this topic to the Economic Development Subcommittee to formulate a
recommendation for consideration by the City Council.
(4) Direct staff to discontinue pursuit of this topic.
Should the City Council desire additional information on this issue, staff
recommends assigning this topic to one of the Subcommittees so that additional
feedback from the Subcommittee members can be considered during the research
process.

FISCAL ANALYSIS:
Assignment of this topic to either staff or the Subcommittee for research will require
the allocation of staff time in the form of gathering data from other cities, reviewing
the types of permits issued by the City and determining which permit types would be
of interest to the greatest number of persons in the Community, and to formulate a
recommendation on what type of processes could be used to implement this
potential new notification process.
Additional fiscal impact analysis would be provided at the time a recommendation
would be returned to the City Council for consideration.
