BACKGROUND:
In 2005, the Fox Hills Neighborhood Association
assess the traffic impacts in the Fox Hills
Traffic Management Program (NTMP). In
program, traffic count data was collected
neighborhood. It was concluded that, based

specifications for the pedestrian traffic signal. Final plans and specifications were
approved by the City Council for advertisement for construction bids in late 2008.
The advertising for construction bids was delayed to allow staff to complete time
sensitive grant funded projects in 2009.
DISCUSSION:
On February 23, 2010, the project was advertised for construction bids. The bid
opening occurred on March 11, 2010. A total of seven (7) bids were received
ranging between $60,599 and $80,763. The following table summarizes the bid
results:

The apparent lowest responsive and responsible bidder is Freeway Electric. Staff
reviewed Freeway Electric's bid proposal and found the bid documents were
accurate and complete. Freeway Electric's bid bond, contractor's license and
worker's compensation all meet City requirements. Staff reviewed and consulted
with their listed references and found that they performed satisfactorily in other
jurisdictions for similar work.
Public Works Department staff will serve as construction manager and inspector.
Should the City Council award the contract, construction is slated to commence in
June 2010 and expected to be completed by September 2010. Approximately two
weeks prior to commencement of construction activity, the adjacent residents will be
notified and provided with contact information for questions regarding the project.
FISCAL ANALYSIS:
The budget for this project was included in the Capital Improvement Program for FY
2008-2009 in the amount of $60,000 (Howard Hughes Development funds). Out of
the approved project budget, $10,000 was spent for design. To meet the necessary
budget for construction, $20,000 of Howard Hughes Development Funds in P-789,

MOTIONS:
That the City Council:
1) Award a construction contract to Freeway Electric, as the lowest responsive and
responsible bidder, in the amount of $60,599 for the Buckingham Parkway
Pedestrian Crossing Installation, P-885; and,
2) Authorize the Director of Public Works/City Engineer to approve change orders
totaling a not-to-exceed amount of $9,000; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
