RECOMMENDATION
Staff recommends the City Council (1) consider the recommendation of the Equity and Human Relations Advisory Committee (EHRAC) and authorize the EHRAC to conduct a Latino Heritage event in October 2022; and (2) authorize the City Manager to administratively approve applicable City permits and agreements needed to conduct the event.
BACKGROUND / DISCUSSION
During the May 24, 2022 EHRAC regular meeting, the EHRAC formed a Latino Heritage Month Ad Hoc Subcommittee to plan an event to honor Latino Heritage Month with the Culver City community. Latino Heritage Month begins in mid-September and extends through October 15, 2022. The Ad Hoc Subcommittee is comprised of EHRAC Chair Carlos Valverde and Committee members Rebecca Rona, Haifaa Moammar, and Jared Morgan.
The purpose of the event will be to celebrate the Latino community’s past, present, and future, along with their achievements, cultures, and challenges. The event will focus on storytelling and the explanation of the history of Culver City Latino residents. The Ad Hoc Subcommittee is proposing to have a food truck, performances from Folklorico dancers, remarks by a local historian describing Latino area history that will be translated into Spanish by interpreters, personal stories told in either English or Spanish from five Culver City residents that will be translated, student performances of art, singing, poetry reading, and a booklet or handout to describe the history of Latinos in Culver City, the contributions of Latino residents, and to encourage residents to support Latino-owned Culver City businesses.
The location of the event is still being determined; however, the Ad Hoc Subcommittee would like for the event to take place outside of the Veterans Memorial Complex on Tuesday, October 11, 2022 from 6:00pm - 9:00pm.
FISCAL ANALYSIS
There will be costs associated with any applicable permits, licenses, performer costs/agreements, insurance and other possible costs depending on the location of the event. While there is some funding still available in the Adopted Budget for Fiscal Year 2022-2023 for this event in Account #101221100.517000 (Human Resources - City Commission Expenses), it will most likely not be enough to cover all the expenses. EHRAC members are exploring alternative funding opportunities. If the Committee is unable to secure all the funding necessary, it might be necessary to return to Council with a budget amendment request at a future meeting.
