RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for bids for the Commonwealth Alley Sewer Improvement
Project, Phase II, P-773.
BACKGROUND:
The 1995 Sewer Capacity Study determined that portions of the Commonwealth
Avenue Sewer Main needs to be upgraded to a larger diameter pipe. In 2004, a
Citywide Sewer Video Analysis and Condition Assessment Study was completed. The
Condition Assessment Study categorized the City’s sewer main lines into four groups;
A, B, C, and D. Group A represents the highest priority for sewer main replacement
and Group D represents the lowest priority for sewer main replacement.
Commonwealth Avenue sewer main is in Group A.
In June, 2005, the Commonwealth Sewer Improvement Project, Phase 1 was
completed. A 12 inch diameter PVC sewer main line was constructed within a sewer
easement obtained from LYON Properties LLC, property owner of 11182 Culver
Boulevard, the new Animal Hospital. The new sewer main starts from the eastbound
number two lane of Culver Boulevard and continues south through the private property
easement and connects to an existing sewer mainline along an alley south of Culver
Boulevard. The purpose of having Phase 1 was to hasten the construction of the new
sewer main under the property at 11182 Culver Boulevard prior to the commencement
of their building construction project.

DISCUSSION:
Based on the 1995 Capacity Study and the 2004 Conditions Assessment Study, the
existing 8 to 10 inch diameter Vitrified Clay Pipe (VCP) sewer main on Commonwealth
Avenue is required for replacement and upgrade to a larger diameter pipe. The
proposed scope of work for Commonwealth Sewer Improvement Project, Phase 2, is
as follows:
1. The construction of a new 12 inch diameter PVC pipe sewer main from a newly
constructed manhole and sewer main constructed in the Commonwealth Avenue
Sewer Main Replacement Project Phase 1, and to be aligned northerly across
Culver Boulevard to the northerly terminus of Arvee Street (approximately 280
linear feet).
2. Remove and replace the existing 8 inch diameter VCP sewer main to a 12 inch
diameter PVC pipe located under the alley beginning at the terminus of Arvee
Street and continuing easterly for 380 linear feet. This sewer line will connect to the
sewer line described in number one.
3. The existing 8 inch diameter VCP sewer main located under the alley west of and
parallel to Commonwealth Avenue and to its northerly terminus (approximately 650
lf) will be reconstructed and replaced with a new 8 inch diameter PVC pipe. This
sewer line will connect to the sewer line described in number two.
In addition, as part of the improvements, all sewer laterals will be replaced with 6 inch
diameter PVC to the property line.
Construction bids
Staff will combine this Commonwealth Alley Sewer Improvement Project during the
advertisement of bids with the following approved sewer projects in order to obtain
more favorable bids for construction,

2. Drakewood Avenue Sewer Improvement Project, P-840

6. Blackwelder St/ Smiley Dr Sewer Improvement Project, P-924
It is estimated that the award of the construction contract will occur in November 2006
and construction is slated to begin after the Holidays in January 2007.
Under Engineering Division staff supervision, CBM Consulting prepared the
construction plans and specifications for this project at a not-to-exceed cost of
$49,494.
Public Notification
All Commonwealth Avenue residents and Sepulveda Boulevard business owners
directly adjacent to the proposed project were mailed a notification postcard on August
31, 2006. The postcard is attached for your reference.
FISCAL ANALYSIS:
Based upon the engineer’s estimate for the construction cost of this project, the funds
allocated were not sufficient in the Capital Improvement Program Budget for Fiscal
Year 2005/06 and 2006/07 with Sewer Enterprise Funds. Staff will recommend a
financial plan to fund the projects at the time of construction contract award.
