RECOMMENDATION
Staff recommends that the Equity and Human Relations Advisory Committee (EHRAC) (1) receive a report from the Soccer Prohibition Signs Ad Hoc Subcommittee; (2) if so desired, discuss and consider approval of the report’s recommendations; (3) discuss, and if deemed appropriate, approve draft script to be read at a City Council meeting; and (4) determine next steps as deemed necessary.
BACKGROUND
At the February 27, 2024, Special Meeting, former Chair and current Member Valverde voiced his concern over the adult soccer prohibition signage posted in Culver City Parks. Chair Valverde obtained consensus to bring the item back for EHRAC consideration at the April 23, 2024, Regular Meeting.
At the April 23, 2024, Regular Meeting, EHRAC received a report from Chair Valverde (Attachment 1) and achieved consensus to create a Soccer Prohibition Signs Ad Hoc Subcommittee and to appoint Chair Valverde and Members Bano and McBride thereto.
The Soccer Prohibition Signs Ad Hoc Subcommittee was created for the following purposes:
• Research the background and history of the Soccer Signage;
• Determine the extent and platform of and on which EHRAC’s involvement is deemed necessary;
• Elicit Community Feedback and feeling regarding the signage; and
• If deemed appropriate, determine next steps.
Staff recommended that EHRAC meet and confer with the Parks, Recreation, and Community Services Director and/or the provide Public Comment before the Parks, Recreation, and Community Services Commission to determine if there have been any advancements in addressing the signage since the item was last heard in 2020 where they voted 2-3 in favor to leave the signs up pending a turf study and Culver City Municipal Code rewrite.
On April 29, 2024, the proposed Municipal Code Section 9.10.055 updates were approved by the City Council. Municipal Code Section 9.10.055 was amended under Ordinance 2024-002. This amendment included updates to the Parks, Public Buildings and Properties Section Prohibitions in Parks and Public Buildings Section. (Attachment 2)
At the July 23, 2024, Regular Meeting, the Soccer Prohibitions Signs Ad Hoc Subcommittee presented the Soccer Prohibition Signage Ad Hoc Subcommittee Report (Attachment 3) and EHRAC reached consensus to:
1. Receive and file the report;
2. Add Member Benicio Mora-Fattorini to the Soccer Prohibitions Signs Ad Hoc Subcommittee; and
3. Agendize a report from the Soccer Prohibitions Signs Ad Hoc Subcommittee at the August 27, 2024, Special Meeting.
The report was then deferred to the September 17, 2024, Special Meeting.
At the September 17, 2024, Special Meeting, the Soccer Prohibition Signage Ad Hoc Subcommittee provided a report. (Attachment 4) The report was received and filed by EHRAC. Staff also shared that the Parks, Recreation, and Community Services Department had requested was approved the capital funds to perform a Citywide park signage replacement project in relation to the updated municipal code.
On October 14, 2024, via email, staff provided the Soccer Prohibition Signage Ad Hoc Subcommittee with the following information to gain more insight into the project and monitor the projects status/progress:
1. The link to the Park Signage Replacement Project webpage,
2. The link to approved related capital budget requests and the approved budget; and
3. The link to the Culver City General Parks Master Plan page
At the January 28, 2025, Regular Meeting, Member Valverde discussed the Soccer Prohibition Ad Hoc subcommittee’s report (Attachment 5) and reported having heard back from RCS Dani Cullens as to the progress of the park signage project and the anticipated completion date, and further discussed the desire to make a recommendation to City Council that in the interim the signs come down immediately. EHRAC reached consensus to hear the item at the April 22, 2025, Regular Meeting.
DISCUSSION
EHRAC will review, discuss and consider approval the Soccer Prohibition Signage Ad Hoc Subcommittee’s report/recommendations (Attachment 6), review an image of the soccer prohibition signage (Attachment 7), discuss, and if deemed appropriate, approve a draft script (Attachment 8) to be read at a City Council, and determine next steps as deemed necessary.

Currently, there is no associated fiscal impact with this agenda item.
