RECOMMENDATION:
Staff recommends the City Council discuss and provide comments and
recommendations to Mayor O’Leary regarding mayoral appointments to the
Oversight Board established by AB 1X 26 (the Redevelopment Agency Dissolution
Bill).
BACKGROUND:
Pursuant to AB 1X 26 (AB 26), the Redevelopment Agency Dissolution Bill, the
Culver City Redevelopment Agency (CCRA) was dissolved effective at 12:01 AM on
February 1, 2012. As provided in AB 26, on January 9, 2012, the City Council
adopted Resolution No. 2012-R001 affirmatively electing to have the City serve as
the Successor Agency to the Culver City Redevelopment Agency (“Successor
Agency”).
AB 26 (specifically, Section 34179 of the California Health and Safety Code) also
established an Oversight Board comprised of seven members, with members
selected as follows:
• One member appointed by the county board of supervisors.
• One member appointed by the mayor for the city that formed the
redevelopment agency.

• One member appointed by the largest special district, by property tax
share, with territory in the territorial jurisdiction of the former
redevelopment agency, which is of the type of special district that is
eligible to receive property tax revenues pursuant to Section 34188.
• One member appointed by the county superintendent of education to
represent schools if the superintendent is elected. If the county
superintendent of education is appointed, then the appointment made
pursuant to this paragraph shall be made by the county board of
education.
• One member appointed by the Chancellor of the California Community
Colleges to represent community college districts in the county.
• One member of the public appointed by the county board of supervisors.
• One member representing the employees of the former redevelopment
agency appointed by the mayor or chair of the board of supervisors, as
the case may be, from the recognized employee organization representing
the largest number of former redevelopment agency employees employed
by the successor agency at that time.
Of the seven members, in the case of the Oversight Board of the Successor Agency
to the CCRA, two members are appointed by the Mayor of Culver City (one of which
represents the employees of the former redevelopment agency).
During the City Council meeting of February 6, 2012, the City Council granted Mayor
O’Leary’s request to place a discussion of this item on the February 13, 2012
agenda of the City Council.
DISCUSSION:
While the provisions of Section 34179 empower the Mayor to appoint these
members of the Oversight Board, Mayor O’Leary requested the opportunity to
receive City Council comments and recommendations on this subject.
The “recognized employee organization representing the largest number of former
redevelopment agency employees” would be the Culver City Management Group.

FISCAL ANALYSIS:
The discussion of this topic does not create a fiscal impact to the City. Section
34179(c) provides that the Successor Agency shall pay for all of the costs of
meetings of the Oversight Board and may include such costs in its administrative
budget.
