RECOMMENDATION:
Staff recommends City Council accept the work performed by the contractor, KDC,
Inc. dba Dynalectric (Dynalectric), and authorize filing a Notice of Completion for the
Video Surveillance System Integration Gap Closure Project, P-804. It is also
recommended the City Council approve a budget amendment for this project and
that retention funds in the amount of $141,692.00 be released to the contractor.
A 4/5ths vote is required to approve the budget amendments.
BACKGROUND/DISCUSSION:
On December 31, 2001, the City of Culver City and Los Angeles County
Metropolitan Transportation Authority (MTA) executed a Memorandum of
Understanding (MOU) for funding and implementation of the Video Traffic
Surveillance System Integration Gap Closure Project. On Monday, February 28,
2005, the City Council awarded the project to KDC, Inc. dba Dynalectric.
The purpose of the Project was to install eleven (11) closed-circuit cameras at
arterial intersections with high traffic volumes in Culver City. These cameras would
facilitate the monitoring of traffic conditions within a ½ miles radius of each of the
installations. The locations where cameras were installed are the following:

3. Washington Boulevard & Overland Avenue
4. Washington Boulevard & National Boulevard
5. Washington Boulevard & La Cienega Boulevard

A map is attached depicting the locations of the new as well as the existing camera
installations.
The project connected the 11 cameras to the City Hall Traffic Engineer’s office, the
Emergency Operations Center (EOC) room at Fire Station #1, the City’s Traffic
Signal Repair (TSR) office at the Maintenance Operations facility, the Public Works
Director’s office and the Engineering Division plan room, which will function as the
Departmental Operations Center in case of an emergency. Each office and facility
received a controller that permits the panning, tilting, and zooming of the cameras as
well as the display of video from one, several, or all cameras concurrently. These 11
new cameras were added to the same infrastructure system as the existing 5
cameras and all 16 cameras can be controlled from each of the locations.
These new cameras will enable staff to immediately evaluate traffic flow and
response time to changing conditions. Additionally, the cameras will be a useful tool
to improve travel times and air quality, as well as to reduce delays and vehicular fuel
consumption.
Related to infrastructure, the project communications occur via a combination of fiber
optic and one copper segment (along Washington Boulevard, from Centinela to
Zanja). The project joined the Jefferson Boulevard ATSAC Project to the east at the
intersection of Jefferson Boulevard and Duquesne Avenue to the Sepulveda
Boulevard ATSAC Gap Project to the south at the intersection of Jefferson
Boulevard and Cota Street. The project provides coordinated north-south travel on
streets connected to ATSAC via traffic signal synchronization without regard to
jurisdictional boundaries.
FISCAL ANALYSIS
The original contract amount for this project with Dynalectric was $1,350,499.00, and
the final contract amount was $1,421,088.65. The increase in the contract amount
was the result of quantity adjustments and labor due to the unforeseen field
conditions.
The final design costs incurred were $135,503. The final contract inspection cost
was $105,903. The total final project cost was $1,662,494.75.City of Culver City, California

Work was concluded in April, 2006. The last invoice was processed in June, 2006.
In order to accommodate the project length, staff requested an MOU amendment
from MTA to extend the project to June 30, 2006, and MTA granted the request. A
fully executed amendment is in the project file.
An audit of the project financing showed that the City portion (originally funded
thorough the General Fund) should instead be Arden Realty’s Howard Hughes
development funds, as originally intended and described in the adopted capital
improvement budget. In 2001, the City received $820,944 of Howard Hughes
developer funds for use on pre-approved City projects. After this subject project,
$119,449.25 remain in the account, and must be spent by 2008. The other projects
proposed to use the remaining developer funds would be the pedestrian signals at
Sawtelle Boulevard and Blanco Way intersection, and Buckingham Parkway and
Sumner Way intersections.
Therefore, staff is proposing to draw down $348,357.62 (42000804.386220) from the
Arden Realty Howard Hughes development funds (Traffic Mitigation Fund) to off-set
the expenditure in fund I & A (fund 420) for P- 804, Traffic Flow monitoring project.
In addition, it is proposed to allocate the $326,000 from fund I & A (fund 420) to P-
863, Residential Overlay program and appropriate $22,357.62 to (Account
42000804) P-804, Traffic Flow Monitoring project to fund the over expenditure. As
was presented to the City Council in October 2005, at least $2.5 million a year are
required to maintain the current backlog in street resurfacing projects. It is
imperative that we add more residential streets for resurfacing before they
deteriorate and require a costly reconstruction.

Development Funds account, budget line item 420.212250 and allocate the same
amount to the budget line item 42000804.386220, and appropriate $22,357.62 to
42000804, Traffic Flow Monitoring project;
6. Approve a budget amendment to transfer City General Funds in the amount of
$326,000 from Traffic Flow Monitoring Project budget line item 42000804 to
budget line item 42000863, Residential Overlay Project, P-863.
