RECOMMENDATION
Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission receive and file the report regarding the comparative analysis of various cities’ approach to enrichment class instructional services.
BACKGROUND/DISCUSSION
Each year the Parks, Recreation and Community Services Department employs contract instructors with education and experience in specific areas of enrichment class instruction such as theatre, dance, sports, and fitness. Contract Instructors offer a variety of instruction on a contract basis and provide necessary insurance naming the City as additionally insured.
On the September 3, 2024, staff presented to the PRCS Commission a report on the department’s enrichment classes. In the report, staff discussed the Department’s current class offerings, the City’s contract process including insurance requirements, marketing techniques utilized by the department, and recruitment procedures for new classes. During that meeting, the PRCS Commission asked questions regarding what other cities do to recruit new instructors and what their insurance requirements were.
Staff reached out to the following cities in order to complete a comparative analysis of enrichment class procedures:
• Corona
• Hawthorne
• Inglewood
• La Mesa
• Los Angeles County
• West Hollywood
