RECOMMENDATION
Staff recommends the City Council approve a three-year agreement with Spectrum Enterprise for continued internet, network, security, television, and telephone services at Culver City’s Project Homekey Interim and Permanent Supportive Housing Program (3868 - 3900 Sepulveda Blvd).
BACKGROUND/DISCUSSION
In 2022, Culver City was awarded $26.6 million through the State of California’s Project Homekey Round 2 program to develop the City’s Project Homekey Interim Housing (IH) and Permanent Supportive Housing (PSH) Program (Program), located at 3868 - 3900 Sepulveda Boulevard.
Opened in October 2023, the Program operates as a two-component model. Two former motel properties were converted into a co-located, service-enriched housing community designed to address chronic homelessness through interim, or short-term, housing and long-term housing solutions. The Program provides a total of 73 units, including 38 interim housing units and 35 permanent supportive housing units that provide long-term, apartment-style living with wraparound supportive services. Both components include 24/7 property management, on-site case management, and coordination with service providers under a Housing First, low-barrier approach. IH provides more intensive, day-to-day support, including meals, health monitoring, and transportation, to stabilize participants and prepare them for permanent housing. PSH focuses on long-term housing stability and tenant independence, with ongoing supportive services to help residents maintain permanent housing.
Since October 2023, the City has contracted with Spectrum Enterprise to provide services at the Project Homekey facilities that are essential to supporting the Program’s 24/7 operations and service delivery. These services include reliable high-speed internet, network connectivity, firewall protection, Wi-Fi access, security camera connectivity, telephone services, and cable television across both properties. This technology infrastructure enables the Program’s service provider, Exodus Recovery, to provide continuous property management, case management, health and behavioral health services, resident communications, and coordination with community-based service providers. Maintaining reliable and secure connectivity and communications infrastructure is critical to the day-to-day operation of the facilities and supports the City’s ability to effectively serve residents and fulfill its operational and service obligations under the Project Homekey program.
Beyond operational needs, Spectrum’s telephone, Wi-Fi, and television services support the dignity and quality of life of IH participants and PSH residents who have experienced homelessness by providing reliable access to communication, information, essential services, and entertainment. These services promote connection, independence, and a sense of normalcy as residents work toward long-term housing stability.
The current agreement expires in September 2026. To avoid any interruption in services, staff recommends entering into a new three-year agreement with Spectrum Services. If approved, the City will enter into a three-year contract with Spectrum Enterprise for a total of approximately $149,443.56 per year. See below cost breakdown per year:
• 3900 Sepulveda Blvd. - $5,607/month × 12 = $67,284/year
• 3868 Sepulveda Blvd. - $5,871/month × 12 = $70,452/year
o Total - $137,736/year + 8.5% (Taxes & Fees extracted from the most recent invoice) = $149,443.56
FISCAL ANALYSIS
Sufficient funding for the agreement has been included in the Adopted Budget for FY 2026/2027 in Accounts 10135400.619830 (Homekey Interim Housing - Other Contractual Services) and 10135500.619830 (Homekey Permanent Housing - Other Contractual Services).

That the City Council:
1. Approve a three-year agreement with Spectrum Enterprise for continued internet, network, security, television, and telephone services at Culver City’s Project Homekey Interim and Permanent Supportive Housing Program (3868 - 3900 Sepulveda Blvd); and
2. Authorize the City Attorney to prepare/review the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
