RECOMMENDATION:
Staff recommends that the City Council authorize the Transportation Director to
submit a Los Angeles County Metropolitan Transportation Authority (Metro) 2013
Call for Projects (Call) grant application for the Compressed Natural Gas (CNG)
Bus Replacement Project.
BACKGROUND:
Metro is responsible for allocating local, state, and federal discretionary
transportation funds through the preparation of a Transportation Improvement
Program (TIP) for Los Angeles County. A key component of the TIP is Metro’s
Call for Projects grant program.
The Call is a competitive grant program that co-funds new, regionally significant
capital projects. Approximately every other year, Metro accepts Call for Projects
applications from local jurisdictions, transit operators, and other eligible public
agencies in a variety of modal categories. Currently, these categories include:
Regional Surface Transportation; Goods Movement Improvements; Signal
Synchronization & Bus Speed Improvements; Transportation Demand
Management; Bikeway Improvements; Pedestrian Improvements; Transit Capital;
and Transportation Enhancement Activities. The Metro Call represents one of
the most important funding sources for transportation related projects, and one
that the City has been successful in pursuing in the past.

The Call applications are due on January 18, 2013. A total of approximately
$186.5 million are expected to be available for the 2013 Call. Depending on the
modal category, funds will be available beginning Fiscal Year 2014/2015 and will
be allocated for five years.
DISCUSSION:
Staff is proposing to submit a Call application requesting funding for the CNG
Bus Replacement Project.
In Fiscal Year 2015/2016, twenty (20) 40-foot CNG buses from City’s existing
bus fleet will reach the end of their useful life. Staff is seeking funding through
the Call to replace these buses. The replacement of these buses is
necessary in order to maintain the existing level of service. The application
will be submitted under the Transit Capital category.
FISCAL ANALYSIS:
Should the City Council approve this item this evening, the grant application
will be prepared by staff. If the grant application is approved by Metro, the
City will need to provide 20 percent in local matching funds for the project.
The project cost is being evaluated at this point, and staff anticipates that the
matching funding for this project will come from transit funds.
