RECOMMENDATION
Staff recommends the City Council approve a five-year agreement with Commercial Industrial Roofing Company Inc. to maintain and repair the roofs of City-owned facilities in an amount not-to-exceed $250,000
BACKGROUND
The City owns 29 buildings of various ages whose rooftops are primarily built-up systems comprised of plywood decking, steel beam framing, corrugated metal, clay tile, asphalt shingles, gravel ballasted coatings, galvanized steel flashings, roof hatches, gutters, down spouts, bitumen finishes, parapets, and other membranes and related materials.
Roofing materials deteriorate primarily due to aging. Their exposure to the sun, wind, and rain causes joints, membranes, and seams to separate and sealants to erode. The resulting gaps, peeling, and holes create leaks and other damage.
DISCUSSION
Staff released RFP No. 2669 to competing firms to perform roof maintenance and repair activities on an as-needed basis. Such repairs are comprised of debris removal, sealant reapplication in and around membrane seams, joints, downspouts, parapets, gables, etc., and removal and replacement of roofing materials when peeling or holes develop.
The City received six proposals, which were evaluated using the following criteria:

Commercial Industrial Roofing Company Inc. is located in Spring Valley, CA (San Diego County) however, they have nearly one dozen clients in Los Angeles County. They maintain an active C-39 State Roofing License and they have been in business for 38 years. They have 50 employees and offer 24/7 repair services. Their Los Angeles based references are favorable, and staff recommends selecting them to enter into a five-year agreement.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2026/2027 includes sufficient funding in the amount of $50,000 for the first year of the five-year agreement by a combination of CIP Account No. 2080000.730100.PZ132 (Building Repairs) and Account No. GL-10160230.619800. If approved, funding for future years of the agreement will be included in future fiscal year budgets.

MOTIONS
That the City Council:
1. Approve a five-year general services agreement with Commercial Industrial Roofing Company Inc. in an amount not-to-exceed $50,000 annually for a total amount not-to-exceed $250,000 over the five-year term to maintain and repair the roofs of various City-owned facilities; and
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
