RECOMMENDATION:
Staff recommends the Culver City City Council approve professional services
agreements with Peter T. Erdelyi & Associates (“Erdelyi”), Van Dorpe, Chou &
Associates (“VCA”), and Hayer Consultants, Inc. (“HCI”), for structural plan check
services in a total amount not to exceed $90,000.00. The expense of the contract
services will be recouped by the plan check fees collected by the City from the Sony
Studios Project based on the fee and charge schedule adopted by the City Council.
BACKGROUND/DISCUSSION:
Staff has recently received plans for substantial building projects at Sony Studios
(located at 10202 Washington Boulevard) which will require structural review. At the
present time, several other large projects are underway or about to commence in the
City, exceeding the capacity of the Building Safety division staff to perform the
necessary structural plan checks for the Sony projects. Due to the time sensitivity of
the plan check process, and to avoid any costly and unnecessary delays, staff is
requesting authorization to contract structural plan check services on an as-needed
basis with professional firms. This will allow staff to concentrate on the inspection
process for existing projects without causing delays for the large number of plans
awaiting structural review for the Sony projects. Staff have previously contracted
with each of these firms and found their work to be satisfactory and their rates
comparable to the market rate.

FISCAL ANALYSIS:
Staff is requesting authorization to expend an amount not-to-exceed $90,000 from
Account No. 10151500.619800 “Other Contractual Services” on an as-needed basis
to utilize the plan checking services of Erdelyi, VCA, and HCI. The expense for
these contracted services will be recouped through the plan check fees collected by
the Building Safety division at the time plans are submitted by applicants for review.
The aggregate amount expended on services rendered through any combination of
the authorized firms will not exceed the total authorized amount of $90,000.
The City Manager is authorized by the Budget Resolution to increase appropriations
to cover contract costs incurred and can be recouped by fee revenues.

MOTION:
That the City Council:
1. Approve professional services agreements with Peter T. Erdelyi & Associates,
Van Dorpe, Chou & Associates, and Hayer Consulting, Inc. for a total amount not
to exceed $90,000 from Account 10151500.619800 “Other Contractual Services”
increase estimated plan check fee revenues in the amount of $90,000 account
10151500.371300 ; and
2. Authorize the City Attorney to prepare the necessary agreements and authorize
the City Manager to execute the agreements on behalf of the City.
