RECOMMENDATION
Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission (1) draft a PRCS Commission Biannual Report to the City Council, including accomplishments during the period July through December 2024, and an update on the upcoming 2025 Plans; and (2) authorize transmittal of the report to the City Council.
BACKGROUND
City Council Policy 3002, City Commissions, Boards and Committees; Appointed Representatives to Outside Agencies and Boards (CBC Policy), Section VI (page 7), states (in part): “Periodically, but no less than biannually, each CBC shall submit to the City Council a written report on their respective activities.” In order to prepare for this requirement, the City Clerk’s Office has directed staff to place this item on the agendas of all CBCs for their upcoming December or January meeting.
The written report to the City Council must list the PRCS Commission’s accomplishments during the previous six-months and include an update on the upcoming 2025 Scheduled Activities Plan. Upon transmittal of the report, City Clerk’s Office staff will then compile all of the work plans, draft a City Council staff report, and place it on the agenda as a “Receive and File” report. The previous report (Attachment 1) was presented to the City Council on August 12, 2024, along with those of the other CBCs.
DISCUSSION
Accomplishments During the Period July through December 2024
From staff’s perspective, some of the PRCS Commission highlights during this period include:
• Held a special meeting to consider various complaints the Commission had received regarding the use of racket courts in Culver City and provided recommendations to the Department.
• Formed a Dual Striped Tennis Courts Ad Hoc Subcommittee to meet with staff and recommend to the Commission any tennis courts in Culver City that could be converted to dual-striped multiple use courts.
• Received and discussed monthly updates on the Parks Plan from PRCS staff and from OLIN in preparation for the review of the final plan.
• Held a special meeting to discuss and learn about the Plunge policies, rules, procedures, and revenue.
• Held a PRCS Commission meeting at the recreation building located at Culver West Alexander Park allowing the community near that park easier access to attend the meeting.
PRCS Commission 2025 Goals and Plans
From staff’s perspective, some recommended goals and plans the PRCS Commission can adopt for January 2025-June 2025.
• Receive a presentation from OLIN on the final version of the Parks Plan and consider a recommendation to City Council for approval.
• Review PRCS Budget information for the 2025-2026 fiscal year and consider budget adjustments to recommend to City Council.
• Work with PRCS staff to evaluate program fees and make recommendations to City Council.
