John Nachbar, Executive Director, discussed previous efforts to reduce the budget; expenditure reductions; the structural deficit; personnel reductions; renegotiation of employee contracts; concern that further cuts would affect services; dramatic impacts to service levels; the need to increase revenue; a tax increase; utilizing a public opinion research firm; and he requested input. Chair Weissman discussed previous consideration of the matter; acknowledgement of underestimating the structural deficit; resident input; previous cuts; concern with effects to the quality of life in the City; and negotiations with bargaining groups. Chair Weissman invited public comment. The following members of the audience addressed the Housing Authority: Marla Koosed reported submitting a letter to the City Council, and she recommended delaying the reassignments until the Cultural Affairs Commission could meet as a body, and in their respective subcommittees and ad hoc subcommittees to make recommendations to the City Council. Paul Ehrlich felt that preventative maintenance was radically understated; that the deficit is much higher than shown; and that a budget committee was desperately needed. Discussion ensued between staff and the Housing Authority regarding appreciation for public input and acknowledgement of the importance of community input; support for agendizing establishment of a budget committee; the process; eliminated positions; maintaining levels of service; accessibility of Councilmembers; levels of service in Los Angeles; truly addressing the deficit; GASB45; structural deficits; the initiative of the City to fund before being mandated to; the dissolution of the Redevelopment Agency; the remaining City reserve; concern that many California cities will go bankrupt; potential tax increases; level of services expected by residents; new sources of revenue; including a sunset clause for any sales tax increase; public/private May 7, 2012 4 partnerships; private philanthropy and civic involvement; support for a City Council budget subcommittee; reinstating the Town Hall concept; creating a timetable for moving forward; and location of the budget information on the City website. o0o Public Comment for Items NOT on the Agenda None. o0o Items from Housing Authority Commissioners None. o0o Adjournment There being no further business, at 10:07 p.m., the Housing Authority adjourned its meeting to Monday, May 14, 2012. o0o Martin R. June 25, 2012 2 Goran Eriksson – Chair of the Chamber of Commerce noted that on July 1 a new law would take effect that requires businesses to recycle. Stella Davis – Baldwin Hills area resident. Urged Culver City to put a ban on fracking. Paul Ehrlich – Commented on the City’s budget. Asked what is the cost of the election and the hiring of a consultant. He also asked about the costs of studying the options to fracking.
