RECOMMENDATION
Staff recommends the City Council approve a general services agreement with Ayala Sewer Contractors in an amount not-to-exceed $59,750 to replace a sewage pump located in the basement of the Police Station; CIP Project No. PZ-132 (Building Repairs).
BACKGROUND/DISCUSSION
The basement of the Police Station has a pit containing sewage that is automatically pumped out and into the City’s sewer main. The pump has failed and cannot be repaired. As a result, staff is manually removing sewage from the pit each day.
The pump’s replacement falls under the “Exceptions to Bidding Requirements” of Culver City Municipal Code §3.07.055.I which includes “contracts for professional or general services as set for in §3.07.065. §3.07.065 A states the City may award purchase orders and contracts in any amount for professional or general services provided the purchase order or contract shall be based upon competitive quotations. §3.07.065 C.5 states general services shall include repair and maintenance service for equipment, machinery or other City-owned personal property.
Staff obtained the following price quotes from competing firms to replace the failed pump with an enhanced system comprised of a duplex sewage ejector system containing two pumps, cleaning and coating the pit with an epoxy resin, and installation of new valves and float switches, a new steel lid with flanges for easier access, and a new control panel that will share the pumping duty between the two pumps and send alarms to staff if/when the system fails:
• E.G.L. Plumbing Inc. $45,000
• Ayala Sewer Contractors $59,750
• Pump Man So Cal $67,508
Although E.G.L. Plumbing proposed the lowest price and is qualified to perform the work, E.G.L. does not carry adequate insurance coverage to meet the City’s requirements. They are unwilling to increase their policy coverage amounts to meet those requirements. As such, staff recommends hiring Ayala Sewer Contractors as the second lowest price firm. Ayala is qualified to perform the work and if approved, they will replace the failed pump with the enhanced system in three working days.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funds in CIP Project No. PZ-132 (Building Repairs) to cover the $59,750 expenditure. CIP Project No. PZ-132 can be found in the Capital Improvements section of the budget book under Capital Improvements - Facilities Planning Reserve (Fund 420F) on page 480.

That the City Council:
1. Approve a general services agreement with Ayala Sewer Contractors in an amount not-to-exceed $59,750 to replace the sewage pump at the Police Station; and
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
