RECOMMENDATION:
Staff recommends the City Council:
1) Award a construction contract to FS Construction Company as the lowest
responsive and responsible bidder for the construction of Robertson Boulevard
Pedestrian/Transit Connection Improvements Project, P-943; and,
2) Authorize the Public Works Director/City Engineer to approve change orders
with FS Construction Company in an amount not to exceed $17,275 (7.7% of
the base bid) for construction contingencies.
BACKGROUND/ DISCUSSION:
On March 12, 2012, the City Council approved the final plans and specifications and
authorized advertising for bids for the Robertson Boulevard Pedestrian/Transit
Connection Improvements Project, P-943
With the coming of the MTA Exposition Light Rail Transit Project (EXPO) in Culver City,
the eastern side of Robertson Boulevard between Washington Boulevard and Venice
Boulevard will serve as an on-street transit center for buses. In order to better support
this use, this project includes the following transit and pedestrian improvements:
• Removal of existing asphalt pavement and replacement with concrete pavement
at the location of five (5) bus parking areas;
• Removal of existing sidewalk and replacement with new sidewalk that meets the
accessibility requirements of the Americans With Disabilities Act;
• Removal of nine (9) street trees and replacement of five (5) of those trees with
the same species trees, grates, and root barrier; City of Culver City, California

• Pedestrian lighting and related electrical conduit and equipment;
• Street tree up lighting and related electrical conduit and equipment.
Design services were provided by E.W. Moon, Inc. from the City’s general Civil
Engineering on-call consultant list. The final cost for the design was $15,156.
On March 29, 2012, the City Clerk’s Office staff publicly opened the bids. Three
contractors responded with the following bid amounts:

Staff reviewed the 3 sets of contractor bid documents and determined FS
Construction Company submitted the lowest total base bid. Staff reviewed the bid
proposal from FS Construction Company and found the bid documents responsive
and complete. Its bid bond, contractor’s license, and worker’s compensation
insurance were reviewed and determined to meet City requirements. FS
Construction Company has completed several similar projects for the City of Culver
City recently such as Sidewalk Replacement Project and Culver City Little League
Field Leveling Project with satisfactory performance. Staff recommends awarding
the construction contract to FS Construction Company as the lowest responsive and
responsible bidder, for the construction of the Robertson Boulevard
Pedestrian/Transit Connection Improvements Project, P-943.
The construction management of the project will be conducted by Engineering
Division staff. Inspection services will be procured through a competitive Request
for Proposal (RFP) process with the firm selected from a list of firms pre-approved
by the City Council. After the RFP’s are received, staff will review and select the
consultant. The costs for inspection services are expected to be approximately
$20,000.
Should the City Council award the contract this evening, the proposed construction
project will begin in April 2012 and is expected to be completed by May 2012.
Public Notification
Approximately 10 days prior to construction activity, the adjacent businesses and
residences will be provided with written information on the project schedule and
contact information for questions and/or concerns regarding the project.

MOTIONS:
That the City Council:
1) Award a contract to FS Construction Company, as the lowest responsive and
responsible bidder, for the Robertson Boulevard Pedestrian/Transit Connection
Improvements Project, P-943, in the amount of $205,209, based on its base bid;
and,
2) Authorize the Public Works Director/City Engineer to approve change orders in
the amount not-to-exceed $17,275, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
