RECOMMENDATION

 

Staff recommends the City Council (1) approve a general services agreement with Innovation Painting Inc. to pressure wash, patch and paint the Police Station’s exterior walls and trim and to wash the exterior windows in an amount not-to-exceed $74,000; and (2) authorize the Public Works Director/City Engineer to approve amendment(s) to the agreement to cover contingencies in an amount not-to-exceed $15,000, CIP No. PF-039 (Police Station Improvements).

 

 

BACKGROUND

 

The original Police Station was built in 1977, however, its building footprint was expanded in 1997 to include an adjacent surface parking lot.  The expansion project also included installation of a mosaic and a new façade that spans the entire Duquesne Avenue frontage to visually tie the old and expanded sections of the building together. 

 

The existing exterior painted surfaces are dirty and streaked, are faded by weathering, and now require repainting. 

 

 

DISCUSSION

 

Staff released a Request for Proposals (RFP) to hire a painting contractor to pressure wash the dirt embedded into the paint, patch any cracks and apply two coats of paint using the existing color scheme, followed by window washing.

 

The RFP was posted on PlanetBids.  In addition, personal invitations were extended to each of the seven painting contractors located in Culver City.  The City received 12 proposals, which were evaluated using the following criteria contained in the RFP:

 

Innovation Painting Inc. is based in Ontario, California and has been in business for five years and each of the two owners has been in the painting industry for over 10 years.  They have completed many similar painting projects, including Culver City’s own City Hall two years ago, and the work they performed at the time demonstrated their attention to detail, flexibility, a willingness to complete extra work at no additional cost, and taking pride in a job well done. Innovation Painting has also painted school campuses, airports, and park facilities.  Their references are favorable and per California Labor Code Section 1771, they will pay their crew prevailing wages, which wages are established regionally by the California Department of Industrial Relations.

 

If approved, the painting and window washing work will take approximately one month to complete.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding to cover the $74,000 agreement and up to $15,000 in contingencies in CIP Project No. PF-039 (Police Station Improvements) which can be found in the Capital Improvement section of the budget book under Capital Improvements - Facilities Planning Reserve (Fund 420F) on page 480.

MOTIONS

 

That the City Council:

 

1.                     Approve a general services agreement with Innovation Painting Inc. in an amount not-to-exceed $74,000 to pressure wash, patch, and paint the exterior of the Police Station and to wash the exterior windows; and

 

2.                     Authorize the Public Works Director/City Engineer to approve amendment(s) to the Innovation Painting Inc. agreement to cover contingencies in an amount not-to-exceed $15,000; and

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
