A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, CALLING AND GIVING NOTICE
OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION
TO BE HELD IN THE CITY ON TUESDAY, APRIL 13, 2010,
FOR THE ELECTION OF TWO COUNCILIVIEMBERS OF THE
CITY AS REQUIRED BY THE PROVISIONS OF THE CITY
CHARTER.
WHEREAS, Section 1502 of the City Charter of the City of Culver City
(Charter) designates the City Clerk as the City's Elections Official and as such the City
Clerk shall supervise the conduct of City elections and shall perform all other duties
assigned by the Charter and State Law to the City's Elections Official; and,
WHEREAS, under the provisions of Section 1500 of the Charter, a General
Municipal Election shall be held on the second Tuesday in April in each even numbered
year.
NOW, THEREFORE, the City Council of the City of Culver City, California,
DOES HEREBY RESOLVE, as follows: -
1. Pursuant to the requirements of the Charter, there is called and ordered
to be held in the City of Culver City, California, on Tuesday, April 13, 2010, a General
Municipal Election for the purpose of electing two (2) members °Me City Council of the City
for full terms of four (4) years.
2. Pursuant to California Elections Code Section 10242, the polls for the
election shall be open at seven o'clock a.m. (7:00 A.M.) of the day of the election and shall
remain open continuously from that
time until eight o'clock p.m. (8:00 P.M.) of the same day
when the polls shall be closed, except as provided in Section 14401 of the Elections Code.

a Pursuant to Elections Code Section 12310, a stipend for services for
the persons named as precinct board members is hereby fixed at the sum of seventy-five
dollars ($75.00) for each inspector and fifty-five dollars ($55.00) for each clerk for the
election. In addition, the sum of twenty-five dollars ($25.00) will be given to each precinct
board member to attend a training class. The rental for each polling place, where a charge
is made, shall be the sum of twenty-five dollars ($25.00) for the election. When required,
the compensation of the custodian of a building shall be twenty-five dollars ($25.00) for the
election.
4. In all particulars not recited in this Resolution, in accordance with
Section 1503 of the Charter, the election shall be held and conducted as provided by the
Charter and by applicable provisions of law for holding municipal elections.
5. Notice of the time and place of holding the election is hereby given.
6. The City Council hereby authorizes the paym6rit of all reasonable and
actual election expenses by the City upon presentation of a properly submitted and duly
approved invoice.
7. The City Clerk shall certify to the passage and adoption of this
Resolution.

RECOMMENDATION:
Staff recommends that the City Council adopt a resolution calling and giving notice
of the holding of a General Municipal Election to be held on April 13, 2010.
BACKGROUND:
Section 1500 of the City Charter provides, in pertinent part:
“General municipal elections for the filling of all elective offices, other than
the Board of Education, shall be held in the City on the second Tuesday in
April in each even numbered year...”
Section 1503 of the City Charter provides:
“Unless otherwise provided by this Charter, all City elections shall be held
in accordance with applicable provisions of the then current State law.”
Pursuant to the above sections of the City Charter, 2010 being an even numbered
year, an election shall be held in 2010 for the purposes of electing two members to
the City Council.

DISCUSSION:
The second Tuesday in April of 2010 falls on April 13, 2010. The attached resolution
calls and gives notice of the election and directs that it shall be held on said date. It
also provides for the stipends payable to poll workers and sets the hours the polls
shall be open (7 AM to 8 PM) on Election Day.
As provided for in the Charter, the City Clerk is the City’s elections official. Pursuant
to the proposed resolution, upon adoption by the City Council, the City Clerk, as
supported by the staff of the City Clerk’s Office, shall prepare for the election in
accordance with the provisions of the Charter and applicable State Law.
FISCAL ANALYSIS:
The estimated cost of the election is included in the City Clerk’s FY 09-10 adopted
budget. The Election budget is $100,000, and is appropriated in account
10111100.610600 – Election Services.
