RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commission(1) hear a report from the Parks, Recreation and Community Services
Commission Youth Sports Advisory Ad Hoc Subcommittee; and, (2) (If Desired)
discuss and take action regarding the future of the Youth Sports Advisory Ad Hoc
Subcommittee.
BACKGROUND/DISCUSSION:
At the September 2, 2014 Parks, Recreation and Community Services Commission
meeting, the Commission formed the Youth Sports Advisory Ad Hoc Subcommittee
and appointed Vice Chair Zeidman and Commissioner Garland as members. The
purpose of the Youth Sports Advisory Ad Hoc Subcommittee is to “investigate the
feasibility and methods of offering more youth sports programs in Culver City.” The
members of the Ad Hoc Subcommittee have met with the PRCS Director to discuss
youth sports opportunities and have provided a report regarding the establishment of
a Culver City Youth Flag Football League(Attachment).
In general, an“adhoc” subcommitteeserves onlya limitedor single purpose,it is
notperpetual andis dissolvedwhenthe specific taskis completed. At this time, the
Commission may wish to consider whether the Youth Sports Advisory Ad Hoc
Subcommittee has completed its mission or if it should continue its work under the
leadership of the current or, if desired, alternate members.

Report Regarding the Establishment of a
Culver City Youth Flag Football League

Culver City Youth Flag Football League

Our Goal and Mission Statement
We are going to provide a flag football league to various youth age groups. Flag
football is extremely popular with the younger kids and is a safer alternative to
Pop Warner tackle football. Our league will be self- funded at no cost to the city.
Currently, flag football is not offered in Culver City. Our kids have had to go to
Mar Vista Park and Cheviot Park, both Los Angeles City Parks if they want to
participate. These parks charge a moderate participation fee of between $120 at
Mar Vista to $160 at Cheviot, per player. Our league would be self funded and
less expensive. The cost to our participants would be approximately $115.
Our league would run concurrent with the typical “Football Season”, usually
from mid- September through November. We would like to begin in 2015.
We would promote our league and secure participants with posters or banners
at each park, through the cities web site and PRCS brochure and, by handing out
flyers to each elementary school. We are confident that within several weeks we
would be able to fill our rosters with the goal of 120 participants for the first
season.
For our first season, we would like to see two divisions with 6 teams in each
division. The Pee Wee Division would be for kids ages 9-10 and the Minor Division
for kids 11-12. We would want 10 players per team. Ultimately we would like to
add another division, the Major Division for kids 13-14 years of age.
Each team in each division would play 8 games plus, at least 1 playoff game.
The season would run for a period of 10 weeks. Games would be played at Blanco
Park on Sundays. Park time would be 6 hours for the games and, we would need
practice fields during the week for 12 hours, possibly 6 hours at two parks so that
each team could practice 1 time per week.

Page 1 of 2 Total field time would be 18 hours per week, or 180 hours for the entire 10
week season.
Each team would be coached by parent volunteers, or city staff volunteers. We
will contract with Nick Galvan of FIYA, a very experienced and well known
contract sports provider.
Nick will provide the following:
Help organize practice time and game schedules
Complete uniforms (shorts and shirts)
One paid referee for the 9-10 yr old division
Two paid referee’s for the 11-12 yr old division
8 regular season games and at least on playoff game for each team
Participation medals for all non-champion winners
Individual trophies for all champion winners.
Have the fields lined and ready for games.
Implement league rules.
Looking forward to our Flag Football Season in Culver City.
