RECOMMENDATION:
Staff recommends the City Council (1) authorize the acceptance of $151,983 in
grant funds awarded by the 2006 Urban Area Security Initiative (UASI) to purchase
Self Contained Breathing Apparatus (SCBA), and (2) approve the purchase of SCBA
from the vendor selected by the Southern California Area Personal Protective
Equipment Consortium (SCAPPEC) .
BACKGROUND:
Self Contained Breathing Apparatus (SCBA) is a crucial component of the Fire
Department’s protective equipment ensemble. SCBA provide a high level of
respiratory protection during structure fires and hazardous materials incidents. The
Fire Department’s current SCBA inventory was purchased in 2001. The useful
service life of this equipment is 10 years. Additionally, the current inventory does not
meet certain national standards implemented by the National Institute of
Occupational Safety & Health (NIOSH) and the National Fire Protection Association
(NFPA) after September 11, 2001. There is a need to replace the Fire Department’s
SCBA inventory, and to this end the Fire Department has been aggressively seeking
grant funding to secure the new equipment.
In early 2007 the City of Culver City was awarded grant funding to purchase 18
SCBA units (see attachment). The grant was from the United States Department of
Homeland Security via the 2006 Urban Area Securities Initiative (UASI) and Culver
City was one of 14 agencies awarded grant funding for SCBAs.

The SCBA component of the 2006 UASI grant was the result of a collaborative effort
by the Los Angeles Area Fire Chiefs Association. The Fire Chiefs established a
grant project to standardize all SCBAs within the County as part of a push for
regional interoperability. The goal is to have all the fire departments in Los Angeles
County using the same brand and model of SCBA. When completed, this project
will promote efficiency at large scale incidents involving multiple fire departments.
SCAPPEC was established and tasked with developing specifications and soliciting
bids from the various SCBA vendors. The mission of SCAPPEC was to “purchase
the best product at the lowest possible cost”. SCAPPEC has completed the
review/testing of the various SCBA brands and a vendor was selected in June 2008.
DISCUSSION:
The Fire Department is moving forward to purchase the 18 SCBA units awarded in
the 2006 UASI grant and previously approved by the City Council (see attachment).
However, the 18 units represent only 30% of our total SCBA inventory. This week
the Fire Department was able to secure additional funding from the 2006 UASI grant
to purchase up to 27 more SCBA units. This offer is time sensitive and requires that
we place an order with the vendor by July 28, 2008.
Staff respectfully requests that the City Council, in addition to authorizing the
acceptance of grant funds to purchase Self Contained Breathing Apparatus (SCBA),
approve the purchase of SCBA from the vendor selected by the Southern California
Area Personal Protective Equipment Consortium (SCAPPEC).

FISCAL ANALYSIS:
There is no requirement for matching funds. The grant provides for all costs in
acquiring the approved equipment, including the cost of tax and shipping. It will be City of Culver City, California

necessary to acquire the equipment utilizing General Fund appropriated reserves
until reimbursement is received by the 2006 Urban Area Security Initiative later in
fiscal year 2008/2009.
Because appropriated reserve is being used, a budget amendment at this time is not
required. However, upon receipt of the grant funds, staff will return with a separate
item (or include this item as part of mid-year budget adjustments) upon receipt of the
grant funds which will appropriate the grant funds and reimburse the appropriated
reserve.
