RECOMMENDATION:
Staff recommends that the City Council approve a Purchase Order with 3M for the
purchase of two Automated License Plate Readers (ALPR) in an amount not-to-
exceed $38.669.
BACKGROUND/DISCUSSION:
The City has been awarded funding from the 2011 Urban Areas Security
Initiative (UASI) Grant Program. The grant is administered through the United States
Department of Homeland Security. This grant is essential for local preparedness.
The City of Culver City is fortunate to be located within a region that was given
funding priority by the Federal Government for the purpose of disaster preparedness
and terrorism related event mitigation.
In order to be eligible for UASI grant funding, agencies must engage in projects that
meet identified national, state, and local priorities and these projects are required to be
regional in nature with multi-jurisdictional and preferably multi-disciplined benefits.
The City worked closely with its regional partners and the Los Angeles County Police
Chiefs Association to identify specific projects that would be beneficial to all of the area
law enforcement agencies. These projects entail further development of a regional
approach to training of personnel to enhance the competencies and capabilities of
officers and to enhance technologies and equipment.
The purchase of two ALPR units is an enhancement to the Police Department’s
technology and equipment which will improve the Department’s ability to locate wanted
vehicles and possibly (in the future) integrate with parking enforcement solutions. The City of Culver City, California

Police Department currently has one ALPR unit, which was purchased from 3M
(formerly known as PIPS Technology) in 2009. Therefore the required supporting
software for the new equipment has been implemented. The current unit has been
effective and reliable in meeting the needs of the Department. The Department is
satisfied with the performance of the unit, and the vendor is responsive and provides
consistent service.
Pursuant to Culver City Municipal Code Section § 3.07.045.B, a purchase of equipment
that is a component for equipment or a system of equipment previously acquired by the
City, and is necessary to repair, maintain or improve the City’s utilization of the
equipment, such purchase is exempt from formal bidding requirements.
Notwithstanding, the Police Department obtained quotes for the equipment as
follows:

Staff reviewed all three quotes and determined all companies are responsive and
responsible. Therefore, staff recommends approving a Purchase Order with 3M
located in Knoxville, TN as the lowest responsive and responsible bidder.
FISCAL ANALYSIS:
The total cost for the two ALPR units is $38,669.00. There are sufficient funds
appropriated in the Urban Area Security Initiative Grant – 41440918 to cover the
cost of this procurement. No matching funds are required from the City.

That the City Council:
1. Approve a Purchase Order with 3M to purchase two ALPR units in an
amount not-to-exceed $38,669; and,
2. Authorize the Chief Financial Officer to review/prepare the necessary
