RECOMMENDATION:
Staff recommends the City Council and Redevelopment Agency receive an overview
presentation on the Fiscal Years 2008-09 & 2009-10 Proposed Budget from the
Finance Department and Human Resources Department; discuss and direct staff on
proposed City Council Allocations; and finalize all outstanding fiscal and budgetary
issues in preparation for the publicized Public Hearing to be held Monday, June 16,
2008.
DISCUSSION:
The first budget study session of the Fiscal Years 2008-09 and 2009-10 Proposed
Budget occurred on May 5. The Chief Financial Officer gave a presentation to City
Council, which included a discussion of current economic conditions and provided
financial highlights for the City’s major funds. Since then there have been four
additional Budget Study sessions held on May 12, May 13, May 19, and May 20.
Presentations to date have been given for the City Manager’s Office, City Clerk’s
Office, Risk Management, Fire Department, Police Department, Public Works
Department, including Sewer and Sanitation Divisions, Capital Improvement Projects
Budget, Transportation Department, Community Development Department,
Redevelopment Agency, Parks, Recreation & Community Services Department,
Information Technology, and City Attorney’s Office. This evening the Finance
Department and Human Resources Department will provide presentations of their
budget proposals. Also included in tonight’s agenda is discussion and approval of
City Council’s proposed allocation of the $100,000 that was set aside for the
discretionary use for Council requested one-time projects and programs.

Staff needs direction as to any of these items and the associated amount being
included in the budget. The City Council also has the following options:
appropriating these funds towards departmental requests that were not able to be
included in the budget; not appropriating the funds at all (later appropriation would
require a 4/5 vote); or adding to the existing City Council Discretionary appropriated
reserve amount of $20,000 that is currently included in the fiscal year 2008-09 Non-
Departmental division budget for City Council Special Projects (requiring a majority
vote to use during the fiscal year). City of Culver City, California

There was also an item suggested by Vice Mayor Silbiger of increasing the number
of Culver City Music Festival concerts held during the summer. This item is funded
with Redevelopment Agency funds, and if approved, would need to be included in
the Redevelopment Agency Fiscal Year 2008-09 Budget. Staff is preparing an
estimated cost for this item and will provide it on the dais on Tuesday evening.
Staff will wrap-up this evening’s discussion with a run-through of budget
modifications to the proposed Fiscal Years 2008-09 and 2009-10 budgets in
preparation of the Public Hearing to be held on Monday, June 16, 2008. A list of
these budget modifications will be provided to City Council at tonight’s meeting to
ensure the Council has the most up-to-date list of items.

That the City Council and Redevelopment Agency:
Receive a presentation from the Finance Department and Human Resources
Department; discuss proposed City Council Allocations; and finalize all
outstanding fiscal and budgetary issues in preparation for the Public Hearing to
be held Monday, June 16, 2008.
