City of Culver City, California City Council Agenda Item Report RECOMMENDATION: That the City Council discuss the enforcement of recreational vehicle (“RV”) parking regulations and provide further direction to City staff. BACKGROUND / DISCUSSION: On November 7, 2006, the City Council adopted Ordinance No. 2005-009 relating to the parking of large motor vehicles (including RVs), non-motorized vehicles and commercial vehicles (the “Ordinance”). Subsequent to the adoption of the Ordinance, several Culver City residents who own RVs attended the January 9, 2006 Council meeting, at which time they voiced opposition to the newly adopted Ordinance and requested the City Council reconsider its decision. In response to their concerns, the Council requested that the residents submit any new information they wished the Council to consider in determining whether to agendize this issue for further discussion. At its meeting of February 6, 2006, the City Council reviewed the information submitted by the residents and discussed the residents’ concerns and opposition to the Ordinance. As a result of this discussion, Council determined to leave the Ordinance in place, but requested that the Police Department suspend the enforcement of the Ordinance, specifically as to RV parking regulations, for 30 days, in order to give the residents ample time to find alternative locations to store their RVs. At its meeting of March 6, 2006, Council requested an extension of the suspension of enforcement for another 30 days, in order to give the residents additional time to relocate their RVs. In addition, Mayor Vera indicated that he was making efforts to locate property, on which the residents could park their RVs. Fulwood (04/13/06) City Controller Approval: City of Culver City, California City Council Agenda Item Report period of suspension of enforcement of the RV parking regulations expired on April 6, 2006. However, at the last City Council meeting on April 10, 2006, discussion again ensued regarding the enforcement of the RV parking regulations. Further, Mayor Albert Vera indicated he was making progress in locating property for RV parking and requested that enforcement of the RV parking regulations be suspended until such time as he was able to resolve the issues with the property. It was not clear whether there was consensus of the Council to continue to suspend the enforcement of the Ordinance. At this time, City staff is seeking clarification as to whether or not the City Council is once again requesting an extension of the suspension of enforcement pending Mayor Vera’s efforts to locate property, on which the residents can park their RVs. Furthermore, staff is seeking confirmation that the remaining regulations set forth in the Ordinance pertaining to non-motorized and commercial vehicles will continue to be enforced. FISCAL ANALYSIS: There is no fiscal impact associated with this item. ATTACHMENTS: None.
