Nachbar (03/21/12) RECOMMENDATION: Staff recommends the City Council: (1) accept grant funds in the amount of $37,143 awarded by the Corporation for National and Community Service (CNCS) for the Culver City Retired and Senior Volunteer Program (RSVP); and, (2) approve an RSVP Grant Agreement between the City and CNCS for a three year cycle commencing April 1, 2012 and ending March 31, 2015. BACKGROUND: The Culver City Retired & Senior Volunteer Program (RSVP) will begin its 39 th year of successful operation in April 2012. Over these many years, RSVP volunteers have contributed millions of hours to the City of Culver City, Culver City Unified School District, local non-profits, hospitals and other community organizations During the past year alone, 420 volunteers provided volunteer services to a wide variety of community agencies and organizations, donating 91,752 hours of service. The monetary value of the 91,752 service hours is $1,959,823 when using the 2010 nationally recognized value of $21.36 per volunteer hour. DISCUSSION: Prior to the close of the previous RSVP three-year grant cycle, which is scheduled to end on March 31, 2012, members of the Parks, Recreation and Community Services Department’s Senior and Social Services Division staff submitted the online City of Culver City, California Agenda Item Report application to the Corporation for National and Community Services for the upcoming RSVP grant term. Staff was recently notified that the grant application for the period April 1, 2012 through March 31, 2015 was approved and that $37,143 in RSVP funds for this grant-year (April 1, 2012 – March 31, 2013) were awarded to the City of Culver City. FISCAL ANALYSIS: The RSVP grant of $37,143 requires a 30% General Fund match which equates to $11,143, or $928.58 per month for a 12-month period. Because the RSVP grant and the City’s Fiscal Year are on different budget cycles, both the remaining grant amount and the City match are funded with existing appropriations in the City Council Adopted Budget for Fiscal Year 2011/2012 in Account Numbers 41434400 (Operating Grants / RSVP) and 10134400 (General Fund / RSVP), respectively. In Fiscal Year 2012/2013 and for the remainder of the grant award period, appropriation of the RSVP grant funds and the match will be requested through the City’s budget process. MOTIONS: That the City Council: 1) Accept grant funds in the amount of $37,143 awarded by the Corporation for National and Community Service (CNCS) for the Culver City Retired and Senior Volunteer Program (RSVP); and, 2) Approve an RSVP Grant Agreement between the City and CNCS for a three year cycle commencing April 1, 2012 and ending March 31, 2015; and, 3) Authorize the City Attorney to review/prepare the necessary documents; and, 4) Authorize the City Manager to execute such documents on behalf of the City.
