RECOMMENDATION

 

Staff recommends the City Council reconsider and make new appointments to the Bicycle and Pedestrian Advisory Committee and consider the term length for one appointee to the LAX Area Advisory Committee.

 

 

BACKGROUND/ DISCUSSION

 

Bicycle and Pedestrian Advisory Committee

 

For the 2024 application cycle for positions beginning on July 1, 2024, there were a total of 4 openings on the Bicycle and Pedestrian Advisory Committee (4 Positions - 1 Youth/Student Member, 1 Resident Senior Member, 1 Business Community Member, 1 Resident Member)

 

The City Clerk’s Office publicized the vacancies beginning April 4, 2024, through the City website, in Culver City News, via emails and social media posts and in person at several events and fairs. Following the application deadline, the City Clerk’s Office reviewed each application to confirm whether the applicant met the minimum eligibility requirements.

 

On February 12, 2024, the City Council approved the Bicycle and Pedestrian Advisory Committee’s first ever bylaws, which established term limits. Term limits were not retroactive, so all prior appointees are considered on their first term. The bylaws also changed the names and eligibility requirements of the positions that had previously existed. Current Committee members who were eligible filled those new positions.

 

On June 3, 2024, a Special Meeting of the City Council was held to conduct interviews of all eligible Commission, Board, and Committee applicants.

 

At the June 10, 2024 City Council meeting, the City Council appointed the following individuals:

 

                     Ann Easley (Parent Member)

                     Travis Morgan (Resident 1 Member)

                     Carolyn Libuser (Senior Resident Member)

                     Hunter Salem (Youth/Student Member)

                     J. Marvin Campbell (Business Community Member)

 

The Bicycle and Pedestrian Advisory Committee (BPAC) bylaws went into effect on February 12, 2024. At that time, existing members were assigned to newly designated and renamed positions. During the June 10, 2024 City Council meeting, the renamed “Parent” member seat was inadvertently included among the list of seats expiring June 30, 2024. However, Joel Falter’s position was changed from Resident 1 to Parent Member, and he still has one additional year remaining. Therefore, the appointment to the Parent seat cannot occur.

 

Because many BPAC candidates applied to multiple seats on the Committee, staff is asking Council to reconsider all the open positions on the Committee and reappoint members.

 

A total of four positions are available:

1.                     Youth/Student Member

2.                     Resident Senior Member

3.                     Resident Member 1

4.                     Business Community Member.

(To be eligible, Resident positions must be residents of Culver City.)

 

Youth/Student Member Lila Bragard is the current member and has not reapplied. The current Resident Senior Member is Michelle Weiner. Ms. Weiner has served five terms, is eligible for four more terms, and has reapplied. The current Resident 1 Member, Travis Morgan, has served two terms, is eligible for four more terms, and has reapplied. The current Business Community Member is George Montgomery, who has not reapplied.

 

A total of thirteen (13) eligible applications were received from the following individuals.

The BPAC members serve a maximum of four (4) two-year terms and are staggered. Term Limits do not apply retroactively and shall begin accruing at the end of each member’s current term.

 

LAX Area Advisory Committee (LAXAAC)

 

At the June 10, 2024 City Council meeting, the City Council appointed Luciano Nocera, Beth Hyatt, and Adam Moore to Representative Seats to the for full one-year terms of January 1, 2025 to December 31, 2025. However, the motion on June 10, 2024 was to appoint one of those members for “a partial and/or full term from June 10, 2024 to December 31, 2025, and the two others to fill the “fill the two remaining Representative Seats to the LAX Area Advisory Committee for full one-year terms of January 1, 2025 to December 31, 2025. Because Luciano Nocera is already a member, Council may choose to appoint either Beth Hyatt or Adam Moore to fill the current vacancy.

 

Mandatory Training

 

A mandatory AB 1234 Ethics and Brown Act training has been scheduled for appointees on Thursday, June 27, 2024. Training on diversity, equity and inclusion will also be scheduled. All new applicants must complete these trainings within one year of appointment.
