RECOMMENDATION:
Staff recommends the City Council:
1. Designate the 2010 Free High Efficiency Toilet Distribution as a City-
sponsored event.
Staff recommends the Redevelopment Agency Board:
1. Waive the rental fee of $1,000 for Parcel B for the 2010 Free High Efficiency Toilet
Distribution Event.
BACKGROUND:
California is in a drought. A combination of dry conditions, low reservoirs and court
rulings has limited water supplies and triggered the first statewide drought declaration in
16 years.
Over the past three years, Culver City has partnered with Metropolitan Water District
(MWD), Golden State Water Company (GSWC) and West Basin Municipal Water
District (West Basin) to offer Culver City residents water conservation workshops on City of Culver City, California

Ocean Friendly Garden design, xeriscaping, irrigation home audit, and free promotional
water conservation items.
DISCUSSION:
In cooperation with the City, MWD, GSWC and West Basin are hosting a free High
Efficiency Toilet (HET) Exchange Event on Saturday, February 27, 2010. Culver City
residents will be able to replace their older, higher water use toilets with free, new HETs
HETs help reduce the use of water and energy, and provide savings on utility costs.
HETs use 1.28 gallons per flush which is 2 - 4 gallons less per flush than older toilets.
According to the MWD, each single high-flow toilet replaced by a High-Efficiency Toilet
can save up to 14,000 gallons of water per year or 350,000 gallons over the 25 year
expected lifetime of the HET. Through this program 300 HET’s are expected to be
installed which will result in more than 4 million gallons of water savings per year.
MWD, West Basin and GSWC have pooled their resources to purchase 300 toilets at a
cost of $222 per toilet (and the City has not had to participate in the funding for the
HETs). The HET’s will be provided free of charge to residents who pre-register and
pick-up their HET during the event. Participants must pre-register by calling (866)
931-3494 to attend the event.
City Co-Sponsorship of the Event
To be “Sponsored” by the City or Redevelopment Agency, an event must comply with
CCMC Section 17.330.040.B.7.b.ii. confirming that the following criteria have been met:
The City and/or Redevelopment Agency is (a) participating in an official capacity in the
planning, preparation or promotion of the event or activity; and (b) contributing 25% of
the total estimated costs of the civic event or activity, or at least $1,000, whichever is
less. This contribution may take the form of funds, labor, staff time, materials, a waiver
of fees, or any combination of the foregoing.
The staff time to participate in the event is estimated to meet these criteria. Therefore,
staff recommends the City Council approve City co-sponsorship of the event.
Waiver of Rental Fee for Use of Parcel B
To facilitate participation by Culver City residents, staff and the other partners in this
event have requested to hold the event on Parcel B (land owned by the Redevelopment
Agency). As MWD, West Basin, and GSWC are providing the HET’s, staff is
recommending the Agency Board waive the rental fee (the rental rate for Parcel B
$1,000). Should the Agency Board determine to not waive the rental fee, the City would
pay the rental fee from existing appropriations. City of Culver City, California

FISCAL ANALYSIS:
The 300 HETs are being provided by MWD, GSWC, and West Basin at no charge to
the City or participants. Should the Agency Board waive the $1,000 rental fee, the
City’s costs for the event would be reduced by $1,000.
