RECOMMENDATION:
Staff recommends the City Council:
1) Award a contract to Williams Pipeline Contractors, Inc., as the lowest responsive
and responsible bidder, in the amount of $38,900, for the construction of the
Kerr Way Sewer Replacement Project, P-230; and,
2) Authorize the Public Works Director/City Engineer to increase the construction
contract with Williams Pipeline Contractors, Inc. in an amount not to exceed
$3,890 (10% of base bid) for construction contingencies.
BACKGROUND/ DISCUSSION:
The existing sewer main pipe on Kerr Way was video inspected and determined to
need replacement with a new pipe. A new eight-inch diameter sewer main and
sewer laterals were designed by Staff. There are six properties on Kerr Way and
their sewer laterals will be reconnected at the property lines. The existing street
surface consists of large pieces of concrete and it will be restored to its present
condition.
Staff mailed a survey to the six adjacent residents requesting their input if the City
should replace the existing roadway surface with asphalt or to leave the street
surface as is. The residents were equally split on the issue.

The Director of Public Works/City Engineer administratively approved this project be
advertised for bids since the engineer’s estimate is less than the $75,000 threshold
requiring City Council approval.
On November 15, 2012, the City Clerk publicly opened the bids. Five contractors
responded with the following bid amounts:

Staff reviewed the five sets of contractor bid documents and determined Williams
Pipeline Contractors, Inc. submitted the lowest total base bid. Staff reviewed the bid
proposal from Williams Pipeline Contractors, Inc. and found their bid documents
responsive and complete. Williams’ bid bond, contractor’s license, and worker’s
compensation insurance were reviewed and determined to meet City requirements.
Williams Pipeline Contractors, Inc. has completed several similar projects for other
cities in the area. Also, Williams successfully completed the Tellefson Sewer
Replacement Project for Culver City in 2003. Staff contacted the other agencies
listed as references in the bid documents and determined that Williams’ received
favorable comments.
Staff recommends awarding the construction contract to Williams Pipeline
Contractors, Inc., as the lowest responsive and responsible bidder, for the
construction of the Kerr Way Sewer Project, P-230, in the contract amount of
$38,900.
The construction management and inspection of the project will be conducted by the
Public Works Department Engineering Division staff.
The proposed construction project will begin in January 2013 and is expected to be
completed by February 2013, weather permitting.
Public Notification
Approximately 2 weeks prior to construction activity, the adjacent residences will be
provided with written information on the project schedule and contact information for
questions and/or concerns regarding the project.

MOTIONS:
That the City Council:
1) Award a contract to Williams Pipeline Contractors, Inc., as the lowest responsive
and responsible bidder, for the Kerr Way Sewer Project, P-230, in the amount of
$38,900, based on its base bid; and,
2) Authorize the Public Works Director/City Engineer to approve change orders in
the amount not-to-exceed $3,890, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
