RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement with
ACC&IM for Emergency Veterinary Services.
BACKGROUND:
On November 10, 2008, the City Council approved the authorization to enter into a
contract with spca-LA for the implementation of sheltering services. The City
Council also authorized staff to release a Request for Proposals (RFP) for
emergency veterinary services to stabilize animals as needed before their transport
by the City Animal Services Officer to spca-LA shelter.
Staff released an RFP on December 4 to 27 veterinarians in and around Culver City.
Staff received two letter proposals from local veterinarians-ACC&IM and Fox Hills
Animal Hospital.
Police Department and City Manager’s office staff reviewed both proposals and
interviewed both veterinarians in January 2009. ACC&IM stated that an emergency
exam would be billed at $60 per animal per exam, and the basic stabilization and
treatment for injured animals would cost between $250-$300, depending on the type
and severity of the injury. Fox Hills Animal Hospital quoted an emergency
examination fee of $50 per animal for the examination and the basic stabilization
treatment for injured animals at no more than $200-$250, depending upon the
nature and severity of the injury.
Staff determined that while both veterinarians presented competitive cost quotations,
only ACC&IM provided 24-Hour emergency veterinary services and had a larger

staff at the facility. In recognizing the dynamics of operating an animal services
program, staff indicated that 24-hour access for emergency veterinary services
would better serve the program in addition to services provided by a greater number
of personnel at the ACC&IM facility.
DISCUSSION:
Staff is recommending the City Council approve a two-year contract with ACC&IM
for emergency veterinary services to correspond with the pilot program. Past
emergency veterinary treatment to stabilize Culver City cats and dogs was provided
by the Los Angeles County Department of Animal Care and Control either through
the County’s veterinarian or through its contracted veterinarian.
ACC&IM would only bill the City of Culver City based on services rendered. As this
is the first year of the new Animal Services program, it is difficult for staff to estimate
the cost of emergency veterinary services. Staff is estimating that emergency
services would not exceed $1,000/month. If the contract were to become effective
upon the start date of the City’s animal services program, funding would be
estimated at approximately $5,000 for the remainder of FY 2008-09. Staff
recommends the contract be renewable for a total of a two-year contract period, with
funding approved annually through the budget process. The ACC&IM contract will
be managed by the Police Department as part of the Animal Services program.
FISCAL ANALYSIS:
The rate to utilize the professional services of ACC&IM is $60 per animal per exam,
and the basic stabilization and treatment cost for injured animals is no more than
$250-300, depending on the type and severity of the injury. Adequate funding is
available from salary savings in the budget for the Animal Services program for the
remainder of FY 2008-09. Funds will need to be allocated in 2009-10.
