RECOMMENDATION:
Staff recommends the City Council approve the purchase of one new Ironworker
metal fabrication machine for the Transportation Department, Equipment
Maintenance & Fleet Services Division from American Machinery & Blade Company
for an amount not to exceed $48,082.48 including taxes.
BACKGROUND:
The Equipment Maintenance & Fleet Services Division is a full function maintenance
Division with vast capabilities to repair, weld, fabricate and maintain all types of
metals for City vehicles and equipment plus various City facility amenities such as
park-playground equipment, water fountains and bike path fencing. Our current
ironworker machine is over 25 years old and does not have the technological
capabilities of providing the many different facets of cutting, bending and shaping in
various thicknesses for different types of metal such as carbon steel, stainless steel,
aluminum and other material. This is a very important tool in the fabrication and
maintenance of the welding requirements for the Division. Because of its age, the
current machine is antiquated, breaks down frequently, parts are generally
unavailable, all of which greatly reduces productivity.
The new ironworker machine will have full technical and operational functions with a
significant assortment of various tools and adjustments which will also include metal
fabrication and extrusion maintenance. Additionally the new equipment will exceed
the current and future requirements for productivity and safety.

FISCAL ANALYSIS:
A Request for Proposal (RFP) was issued for a new Ironworker Machine and three
bids were received. Within the RFP, the Division also requested a trade in
allowance for our old machine. All three proposers supplied the same exact
machine model with the same optional equipment and American Machinery & Blade
Company was the most responsive and lowest bidder as follows:

Appropriate funding was budgeted in the Transportation Department Fiscal Year
budget for 2007/2008 in the Department Special Supplies Line Item,
20368300.732120. The delay in purchasing this equipment in fiscal 2007/2008 was
due to the lack of specifications and the need to meet with several manufacturers to
review designs and technology for a machine that was suitable for our needs and
operational requirements. If the City Council approves the expenditure for this
request, the funding will be carried over to fiscal 2008/2009 in order to initiate the
purchase order.

Approve the Expenditure and Authorize the Purchase of an Ironworker Machine
from American Machine & Blade Company for a Not To Exceed Amount of
$48,082.48.
