RECOMMENDATION:
Staff recommends the City Council approve an agreement with SanCon Engineering
Inc. (SanCon) to rehabilitate sewer manholes throughout the City.
BACKGROUND:
A sewer manhole is a maintenance access point from the surface of the ground to
the sewer main. Sewer manholes are primarily constructed of brick and mortar and
have a steel ladder. Bricks are inert and do not deteriorate, however. the hydrogen
sulfide gases generated by the sewage flow will cause the mortar to disintegrate
between the bricks. Without the bonding of the mortar to the bricks, structural failure
of the manhole could result causing bricks to fall into the sewer main leading to
blockage of sewage flow and, in the worst case scenario, collapse of the street
above the manhole.
DISCUSSION:
Sewer manholes are commonly rehabilitated in two methods. The first method
includes spraying an epoxy resin on the interior of the manhole. The epoxy resin is
a short term rehabilitation strategy and is inexpensive. The second method includes
installing a cured-in-place multi-layer fiberglass in the interior of the manhole. This
method is more expensive but is durable and longer lasting than the first method.
The latter method is proposed to be utilized for this project.

The work will include the rehabilitation of existing concrete and brick sanitary sewer
manholes to rebuild strength and eliminate possible infiltration, exfiltration, inflow,
root intrusion, and future deterioration of the concrete due to the sewer environment.
Staff has prioritized the 125 manholes selected for this project into five “priority
groups”, with 25 manholes per group. Below is SanCon’s cost proposal

On February 13, 2007, a Request for Proposal (RFP) was released to qualified
contractors. On February 22, 2007, a mandatory pre-proposal meeting was
scheduled. SanCon was the only contractor that attended the meeting.
SanCon submitted the following proposal for this project on March 15, 2007:
Rehabilitation of manholes 4’ or less in diameter...………$780 per vertical foot
Rehabilitation of manholes 5’ in diameter…………………. $830 per vertical foot
Rehabilitation of manholes 6’ or greater in diameter………$900 per vertical foot
Replacement of manhole frame and cover…………………$1,100 each location
SanCon’s proposal includes traffic control, field measurements, surface preparation,
removal of existing steps, mortar repair and chemical grout injection to prevent
infiltration.
Staff contacted several municipalities that have utilized SanCon for similar projects
and determined the proposed cost indicated above is comparable to the cost
expended by these other municipalities for their respective projects. SanCon
successfully completed these projects.
Staff is requesting authorization to enter into an agreement with SanCon to
rehabilitate the manholes only for Priority Group 1 at a not-to-exceed cost of
$165,240 plus a 15% contingency. City of Culver City, California

FISCAL ANALYSIS:
Sufficient fund has been allocated in the Sewer Capital Improvement Fund account
20400230 (Sewer Line Replacement Project).

2. Authorize the Public Works Director/City Engineer to negotiate change orders, if
necessary, not to exceed $25,000; and,
3. Authorize the City Attorney to prepare the necessary documents and authorize
the City Manager to execute such documents on behalf of the City.

Sancon is located in Huntington Beach, California and has been in the business of rehabilitation & protection of sanitary
system infrastructure since 1980 . Our sole business is the trenchless renewal of sewers, storm drains & other industrial
related infrastructure plus the repair & protection of new & existing concrete surfaces from H2S damage. All equipment
is new or in like new condition with our employees typical experience level ranges from 5 to 20 years. Our overall
business base & renewal processes include:
Pipe Rehabilitation I Renewal
1) Rehabilitation of small diameter sewer mains, storm drains & industrial lines includes AM-LINER" folded & reformed
PVC pipe liner 6" thru 12" (since 1993) and Sancon CIPP (cured-in-place pipe) liner 6" thru 36", as installed since
1998. These systems are used in the rehabilitation of 6" thru 18" lines. Sancon has successfully rehabilitated over
one million linear feet of sewer & storm drain pipes throughout Southern California in these size ranges within the
specified contract period of every project on which we participated.
2) T-Liner, Lateral Liner , & Performance LinerTM CIPP segmented lining system (since 1998) is used to
economically repair short sections of cracked / broken / damaged sewer mains and storm drains from 4" to 48" in
diameter and up to 35' in length. Lateral Connection Lining & Lateral lining are also available for 4" - 6" diameter.
3) DanbyTM spiral wound large diameter PVC pipe lining system, Plexco HDPE pipe and KWH WeholiteTM are used
in the rehabilitation of large diameter sewers & storm drains (21" ID & larger, over virtually any length).
4) Link-Pipe TM Internal repair sleeves. Sancon has installed over 400 hundred of these specially designed spot
repairs for various agencies in Southern California. These spot repair sleeves are available in 6" thru 108" I.D.
Structural Rehabilitation and Coating
1. Sancon 100 polyurethane spray applied coating system for the protection of new or deteriorated concrete and
steel structures. We have applied over 4 million square feet of Sancon 100 polyurethane to concrete surfaces of
sewer manholes, wet wells, junction structures, diversion structures, concrete pipes, etc. to provide superior,
long lasting protection against the ravages of H2S. A full 5-year warranty is available on any application.
2. Sancon 200 polyurethane mortar lining is used as a one step structural and corrosion protective lining system
to rehabilitate severely deteriorated structures and storm drain inverts. It provides a high strength, yet flexible,
lining that also seals the structure coated and is totally resistant to corrosion effects found in active sewer
systems and provides a high abrasion resistance surface for storm drain and road culverts.
3. Ameron ArrowlockTM PVC sheet lining system which is used to protect and rehabilitate new and existing
sewer structures. This system is bonded to the substrate using a 100% solids Epoxy mastic which holds the
65mi1 PVC sheet in place and all sheets are thermally welded to insure liner integrity.
4. Poly-Triplex CIPP Manhole and Vault lining is used as a one step structural and corrosion protective liner
system to rehabilitate deteriorated structures. It provides a high strength, one step, fiberglass reinforced cured-
in-place liner that replaces the structural rigidity of the deteriorated structure after curing and seals the concrete
and steel structures against any future effect of hydrogen sulfide damage and infiltration typically found in active
sewer systems.
5. 3M-5610 Chemical Grout is used in an injection system to stop ground water infiltration in man entry pipelines,
manholes and other underground structures.
