RECOMMENDATION
Staff recommends that the Bicycle and Pedestrian Advisory Committee (BPAC) consider creation of two new Ad-Hoc Subcommittees, and if created, appoint two Members.
BACKGROUND
The Ralph M. Brown Act (Brown Act) defines the differences between a “Standing Subcommittee” and an “Ad Hoc Subcommittee.” In summary, Standing Committees are required to comply with the provisions of the Brown Act (including public notification and public participation), while Ad Hoc Subcommittees are not subject to those requirements. A standing committee has a continuing subject matter jurisdiction, or a meeting schedule fixed by charter, ordinance, resolution, or formal action of a legislative body. Whereas, in general, an Ad Hoc Subcommittee serves only a limited or specific purpose, is not perpetual, and is dissolved when its specific task is completed or time period expires.
DESCRIPTION
At the July 16, 2026 BPAC meeting, Members discussed the possibility and agendized creating two new subcommittees.
The Bylaws Ad-Hoc Subcommittee would discuss and recommend possible BPAC Bylaws amendments that could encompass a name change, purpose change, and membership change, as proposed by the Mobility Subcommittee at their June 30, 2026 meeting. The Subcommittee would begin work as of September 17, 2026 and continue through the completion of recommendations, BPAC presentation, and City Council consideration, estimated 2027.
The objective of the Cross-Jurisdictional Ad-Hoc Subcommittee would be to consider and pursue overcoming challenges presented by shared infrastructure and resources between Culver City and other municipalities or agencies. The Subcommittee would begin work on September 17, 2026 and continue through the first BPAC meeting after 06/30/2027.
BPAC should consider the benefits and challenges of creating each new subcommittee, and if created, appoint two members to each Subcommittee.
RECOMMENDED MOTION
That BPAC make a motion to:
(1) Create a new Bylaws Ad-Hoc Subcommittee with newly defined objectives and activities; and
(3) Appoint two members to the Bylaws Ad-Hoc Subcommittee to begin work as of September 17, 2026 through completion of recommendations and presentation to City Council; and
(1) Create a new Cross-Jurisdictional Ad-Hoc Subcommittee with newly defined objectives and activities; and
(3) Appoint two members to Cross-Jurisdictional Ad-Hoc Subcommittee to begin work as of September 17, 2026 through the first BPAC meeting following June 30, 2027.
