RECOMMENDATION

 

Staff recommends that the Martin Luther King Jr. Celebration & Juneteenth Celebration Advisory Committee (Committee) (1) draft a Biannual Report to the City Council, including accomplishments during the period July through December 2025, and an update on the upcoming 2026 Plans; and (2) authorize transmittal of the report to the City Council.

 

 

BACKGROUND

 

City Council Policy 3002, City Commissions, Boards and Committees; Appointed Representatives to Outside Agencies and Boards (CBC Policy), Section VI (page 7), states (in part): “Periodically, but no less than biannually, each CBC shall submit to the City Council a written report on their respective activities.”  In order to prepare for this requirement, the City Clerk’s Office has directed staff to place this item on the agendas of all CBCs for their upcoming June meeting.

 

The written report to the City Council must list the Committee’s accomplishments during the previous six-months and include an update on the upcoming 2026 Scheduled Activities Plan.  Upon transmittal of the report, City Clerk’s Office will then compile all of the work plans, draft a City Council staff report, and place it on the agenda as a “Receive and File” report.

 

 

DISCUSSION

 

Accomplishments During the Period July through December 2025

 

From staff’s perspective, some of the Committee’s highlights during this period include:

                     Assessed and reorganized the Ad Hoc Subcommittees to ensure that they are a balanced and effective for both events.

 

                     Advised PRCS staff on various planning elements for the 2026 Martin Luther King Jr. Celebration.

 

                     Reviewed the Run of Show and major planning components for the 2026 Martin Luther King Jr. Celebration.

 

 

PRCS Commission 2026 Goals and Plans

 

From staff’s perspective, some recommended goals and plans the Committee can adopt for January 2026-June 2026 include:

 

                     Alongside the City Manager’s Office’s Economic Development Division, plan the Committee’s second Juneteenth Celebration. 

 

                     Alongside the Parks, Recreation and Community Services Department, plan the Committee’s third Martin Luther King Jr. Celebration. 

 

                     Continue to meet monthly to advise the corresponding department on the planning and production of each event.
