City of Culver City, California Agenda Item Report RECOMMENDATION: Staff recommends the City Council: (1) accept the work performed by Concept Consultant, Inc. in the amount of $86,790.17; (2) authorize filing a Notice of Completion; and (3) authorize release of the retention payment in the amount of $4,339.51 after expiration of the 35-Day lien period for the Culver City Transfer Station Loading Pit Structural Steel Repairs, PZ-948, Bid No. 1547. BACKGROUND: The City owns and operates a solid waste transfer station at 9255 Jefferson Boulevard. Solid waste and recyclable items collected by the City’s Public Works Department/Solid Waste and Recycling Division trucks are transferred to tractor/trailer transfer trucks at the station for transit to area recycling centers or landfills. Roll-off service, green waste processing, recycled material handling, and all other Refuse and Recycling Division functions are based at the station. The transfer station is a two-story reinforced concrete structure constructed in 1984. City collection trucks dump their loads on the upper level tipping floor and wheel loaders push the material through two openings (pits) in the tipping floor into transfer trucks parked in the tunnel on the lower level. Each pit opening is sized to the approximate dimensions of the transfer truck trailer. The near and right sides of the pits are reinforced concrete, and the left and far sides are steel funnel structures attached to the concrete structure to deflect falling waste and recyclable items into transfer trucks below. Nachbar (03/03/15) City of Culver City, California Agenda Item Report Prior to the project, the funnel structures were deteriorated and deformed due to thirty years of constant use. A significant repair was needed. On June 23, 2014, the City Council approved the plans and specifications for this Project and authorized staff to publish a Notice Inviting Bids. The Notice Inviting Bids was published and two bids were received on July 24, 2014. On August 25, 2014 the City Council awarded a contract to Concept Consultant, Inc. in the amount of $89,447.00. Construction commenced on November 10, 2014 and was completed on January 20, 2015. DISCUSSION: This Project modified and refurbished the steel funnel structures to enhance their function and condition. The entire steel framework and steel plating was removed and replaced. The contractor reused as much of the existing structural steel as possible. The surface steel plating was increased in thickness to prevent damage and extend life. Additionally, cracks in connections to the concrete structure were repaired through epoxy injection. All the work was completed in accordance with the plans and specifications as verified by project management staff. FISCAL ANALYSIS: Funding for this project is provided in the Fiscal Year 2014-2015 Capital Improvement Program, Refuse Improvements, Project No. PZ-948, Transfer Station Improvements (Account No. 20280000.730100.PZ948). A final accounting of project expenditures is provided below in Table 1.
