RECOMMENDATION

 

Staff recommends the City Council consider awarding an off-cycle, in-kind special event grant to the American Foundation for Suicide Prevention (AFSP) and designating the 2023 Out of the Darkness Walk as a City-Sponsored Event.

 

 

BACKGROUND/DISCUSSION

 

On August 28, 2023, the City Council requested staff agendize a discussion of supporting the upcoming American Foundation for Suicide Prevention Out of the Darkness Walk slated for October 21, 2023, at the Santa Monica Pier in Santa Monica. Since 2004, the AFSP community walks have been held in various cities across the country to bring awareness to the impacts of suicide and mental health conditions affecting individuals of all ages. Suicide is the twelfth most common leading cause of death in the country, the third most common among children and teens, and the second most common cause of death for Americans between the ages 20-34. 

 

Last year, the City Council issued a proclamation in honor of Suicide Prevention Month  that was received by members of the ASFP to bring awareness and support for this important cause.

 

City Sponsorship

 

To be categorized as a “sponsored” event by the City, an event must meet the criteria set forth in the Culver City Municipal Code (CCMC) Section 17.330.040.B.7.b.ii and City Council Policy No. 2502 (Special Event Grant Program), confirming that the City is (a) participating in an official capacity in the planning, preparation or promotion of the event or activity; and (b) contributing 25% of the total estimated costs of the civic event or activity or at least $1,000, whichever is less.  This contribution may take the form of funds, labor, staff time, materials, a coverage of fees, or any combination thereof. The event organizers are requesting an in-kind marketing sponsorship to help build awareness about suicide prevention and upcoming local initiatives to support the community.

 

The CCMC and Council Policy require both (a) and (b) conditions be satisfied. Additionally, the Policy requires that in order for an event to be considered City-sponsored, the City Council determine, by specific action, that the above criteria have been met.

 

This event meets the criteria for City Sponsorship because the City staff time required to prepare and execute the in-kind marketing campaign is valued at $1,000. As a requirement for event sponsorship, the organizers for the events must identify the City of Culver City as a sponsor of the event in all promotional materials.

 

 

FISCAL ANALYSIS

 

The in-kind sponsorship, comprised of providing marketing and promotion support on the City’s website, GovDelivery email blasts and social media platforms, which is valued at $1,000, can be absorbed with existing staff resources and will not require direct funding.
