RECOMMENDATION
Staff recommends the City Council (1) consider Khary Cuffe’s request to be re-appointed to Seat No. 5 on the Parks, Recreation and Community Services (PRCS) Commission; and (2) if desired, reappoint Khary Cuffe to Seat No. 5 on the PRCS Commission.
BACKGROUND
At the March 8, 2021, City Council Meeting, Mr. Khary Cuffe was appointed to fill Seat No. 5 on the PRCS Commission for a partial term. That partial term was from April 1, 2021, to June 30, 2021, and Mr. Cuffe’s first full term on the Commission began on July 1, 2021.
According to Section IV of the City Council Policy on Commissions, Boards and Committees (adopted on September 25, 2017, by Resolution 2017-R086), subsection titled “CBC Member Attendance and Forfeiture of Seat,” (Attachment 1), “Any Member who is absent from three consecutive meetings of their respective CBC or a total of five meetings in any six-month period shall automatically forfeit his or her membership on said CBC.”
Mr. Cuffe missed the following three consecutive regular meetings of the PRCS Commission:
• June 6, 2023
• July 6, 2023
• August 1, 2023
In addition, Mr. Cuffe’s absences have been unexpected due to lack of any notification to staff; and one such unexpected absence on August 1, 2023, resulted in cancellation of the meeting due to lack of a quorum.
Overall, not including cancelled meetings, Mr. Cuffe had the opportunity to attend 24 meetings during his time as a Commissioner. Mr. Cuffe has only attended 50% of the 24 meetings. Of the 12 meetings he has attended, he was late to 25% of them.
At the PRCS Commission meeting on July 6, 2023, during the third action item titled “Adoption of Motions to (1) Appoint / Reappoint Parks, Recreation And Community Services (PRCS) Commission Members as Liaisons to Various Outside Associations and City Committees; (2) Appoint / Reappoint Members to Serve on PRCS Commission Ad Hoc Subcommittees,” Commissioners mentioned how difficult it has been to make decisions without the full Commission being present.
DISCUSSION
Mr. Cuffe received a letter explaining the forfeiture of his seat on August 28, 2023. In the letter, he was given 18 calendar days to respond to the letter confirming he wished City Council to reinstate him as a member of the PRCS Commission. On September 1, 2023, Mr. Cuffe confirmed that he would like to be reinstated and is requesting City Council to reseat him to Seat No. 5 on the PRCS Commission.
