RECOMMENDATION:
Staff recommends the City Council discuss the issue of creation of two City Council
Subcommittees which would have jurisdiction of the subjects of (a) Regional
Development and Traffic Mitigation and (b) Regional Oil Operations, create two City
Council Subcommittees with such jurisdiction (if desired), and appoint Council
Members thereto.
BACKGROUND:
At the City Council meeting of May 12, 2008, Councilmember Weissman requested
that the issue of formation of a Subcommittee to address regional oil operations be
placed on a future agenda. At the City Council meeting of May 13, 2008 Mayor
Malsin requested that the issue of formation of a Subcommittee to address regional
development and traffic mitigation be placed on a future agenda. In both cases the
requests received City Council consensus to have the issue placed on a future
agenda for Council’s consideration.
DISCUSSION:
Regional Development and Traffic Mitigation:
On February 11, 2008 the City Council authorized staff to begin participation in a
Regional Development and Traffic Mitigation Working Group. At that time, oversight

of the regional development and traffic mitigation was assigned to the Economic
Development Subcommittee.
Since February 11, 2008 the City has hosted four meetings of the Regional
Development and Traffic Mitigation Working Group. These meetings have been well
attended with representatives from Los Angeles County Public Works, Los Angeles
County Supervisorial Districts Two and Four, Los Angeles City Council District 11,
and Los Angeles City Department of Transportation along with representative from a
number of Culver City Departments, including the City Manager’s Office, Community
Development, Transportation and Public Works Departments. To date the meetings
have been fruitful and a tentative list of regional traffic mitigation projects has been
developed along with a map depicting the proposed boundary of the area of interest.
Currently the group is discussing the possible formation of a Joint Powers Authority
(JPA) which will allow broader cooperation on joint regional projects in the future.
The City Council has expressed interest in the formation of a separate
Subcommittee that will participate in these discussions.
Regional Oil Operations:
For over a year the County of Los Angeles has been in the process of developing an
Environmental Impact Report and a Community Standards District Ordinance that
will govern oil drilling operations in the unincorporated area of Baldwin Hills. This
process has been of great interest to the City as the area within which these oil
drilling operations are conducted border on Culver City and have the potential for
creating impacts that will affect the citizens of Culver City. Additionally, the City of
Culver City will be developing its own standards in the future to address oil drilling
operations that may occur within Culver City boundaries.
The City Council has expressed interest in the formation of a Subcommittee that will
participate in this process.
FISCAL ANALYSIS:
Appointment of these Subcommittee would not create a significant material fiscal
impact.

Assignment of the Issues to the Economic Development Subcommittee
The City Council has a number of existing Subcommittees that provide guidance on
a number of different topics. In this case, the City Council had mentioned two
Subcommittees, the Economic Development Subcommittee and the Westside Cities
COG delegate and alternate as two potential existing bodies which already address
regional issues. Since the topic of regional development and traffic is a regional
issue, the City Manager recommends the City Council assign this topic to an existing
body rather than create a separate Subcommittee to address this specific item.
While there are merits of either of these bodies handling the issue of regional
development and traffic, given the potentially significant economic impacts of both
development and traffic on the overall issue of economic development in the City,
the City Manager recommends the City Council assign these topics to the Economic
Development Subcommittee (Councilmember Rose and Councilmember Malsin).
Approval of the City's Participation in the Regional Development and Traffic
Working Group
While the City Council did express consensus support for participation by City staff
in the Regional Development and Traffic Mitigation Working Group, the City Council
did not take formal action on this subject on January 22, 2008. Staff requests the
City Council adopt a motion which approves City staffs participation in the Regional
Development and Traffic Mitigation Working Group along with the staff members
from other jurisdictions in the West-side sub-region as originally proposed by the
County of Los Angeles. As the Working Group pursues its work, the Group may
determine participation by additional governmental jurisdictions may be desired.
Should the City Council approve City staff's participation in this Working Group and
assuming the other jurisdictions also confirm their participation„ it is expected staff
would meet with counterparts in the other jurisdictions and provide updates to and
receive comment from the City Council Subcommittee throughout this process.
Should the Working Group ultimately be able to reach a consensus agreement, then
the agreement would be presented to the City Council for the Council's
consideration.
FISCAL ANALYSIS:
The issues of regional development and traffic mitigation are items of major
importance to Culver City and the Westside sub-region. Therefore, the City
Manager does recommend the allocation of existing staff resources for participationCity of Culver City, California

in this important effort. As currently anticipated, costs associated with participation
in the Working Group can be accommodated by existing appropriations. However, it
should be noted that participation in the Working Group was not part of the work
plan anticipated at the time of adoption of the Fiscal Year 2007/2008 budget.
