RECOMMENDATION:
Staff recommends that the City Council approve the final plans and specifications and
authorize advertising for bids for the Eveward Road, Drakewood Avenue, Whitburn
Street, and Flaxton Street Sewer Improvement Projects (Sewer Improvement Project),
P-839, 840, 841, & 842.
BACKGROUND/ DISCUSSION:
In 1999, a Citywide Sewer Video Analysis and Condition Assessment Study (Study)
began and for the next four years, about 20 miles of sewer line was videotaped and
inspected every year. The Study was completed in June 2004. Approximately 85
miles of the City’s sewer lines were video inspected. The Study categorized the
City’s sewer main lines into four groups; A, B, C, and D. Group A represents the
highest priority ranking for replacement and Group D represents the lowest. The
ranking was based on conditions such as severity of cracks, root intrusion, offset
joints, and other variables.
Based on the Study, the existing 8 inch Vitrified Clay Pipe (VCP) sewer mains along
the following streets were classified as Group A, the highest priority requiring
replacement:
1. Eveward Road from Bernardo Road to Ranch Road; 315 linear feet.
2. Drakewood Avenue from Ranch Road to Flaxton Avenue; 775 linear feet.
3. Flaxton Avenue from Overland Avenue to Drakewood Avenue; 1660 linear
feet.

4. Whitburn Avenue from Overland Avenue to Drakewood Avenue; 810
linear feet.
The scope of work consists of the removal of the existing 8 inch VCP and constructing
new 8” Polyvinyl Chloride (PVC) sewer mains located at the above mentioned streets
within the said limits. As part of the improvements, all sewer laterals will be replaced
with 6” PVC to the back of the sidewalks. The work will also include minor pavement
repairs. Due to the proximity of the streets and similar scope of work for each project,
Engineering Staff decided to combine the four sewer improvement projects to obtain
more favorable proposals for engineering civil design and bids for construction.
Engineering Staff decided to delay the start of construction of the Sewer Improvement
Project until March, 2006, in order to minimize the construction impacts to the
residents during the holidays and the winter season and to provide advance notice to
pipeline construction companies of this project by advertisements in construction
newspapers, so they can effectively anticipate future projects and provide very
competitive bids. A reason for concern is that there have been few contractors bidding
our recent sewer projects due to the extraordinary amount of underground pipeline
projects in the Southern California region. Therefore, the project will be bid in
December 2005, and the award of the construction contract will occur in February
2006.
Under Engineering Division staff supervision, Paller-Roberts Engineering, Inc.
prepared the construction plans and specifications for this project under the general
civil engineering agreement for design at a cost of $60,000.
Public Notification
All Eveward Road, Drakewood Avenue, Whitburn Street, and Flaxton Street residents
directly affected by the project were mailed a postcard on
August 12, 2005, amounting to a total of 113 at a cost of $ 25.99.
The postcard is attached for your reference.
FISCAL ANALYSIS:
Based upon the engineer’s estimate for the construction cost of this project, sufficient
funds were allocated for this project in the Capital Improvement Program Budget with
Sewer Enterprise Funds and Gas Tax Funds. Gas Tax Funds will be used to place a
slurry seal coat on the affected streets after the completion of the sewer installation
