RECOMMENDATION:
Staff recommends the City Council (1) accept the work performed by Eagle Pump
Services; and (2) authorize the filing of the Notice of Completion for the Culver City
Park Booster Pump Replacement Project, P-922.
BACKGROUND:
On August 22, 2011, the City Council awarded a construction contract to Eagle
Pump Services to replace the existing irrigation booster pump located in Culver City
Park. A booster pump is required for the Park due to the elevation differential
between the point of connection to Golden State Water Company’s water main in
Jefferson Boulevard and the four sports fields located at the upper part of the Park.
The piping system connected to the pump provides water to irrigate the upper fields
and to restrooms, drinking fountains, and the snack stand. The booster pump
system required replacement due to the unavailability of replacement parts for the
existing pump and the inability of the existing pumping system to adequately irrigate
the entire park.
The new booster pump has a variable speed drive that provides energy efficient and
reliable water pressure to support the irrigation systems and other water uses at
Culver City Park.

DISCUSSION:
Eagle Pump Services successfully completed the work on January 13, 2012. The
construction management and inspections were performed by Public Works
Department and Parks, Recreation, and Community Services Department staff.
On January 19, 2012, under a separate emergency contract, John T. Malloy, Inc.,
Pipeline Contractor, was hired to repair a water main break that occurred adjacent to
the new booster pump. Upon excavation it was determined that an abandoned
irrigation line was improperly connected and created a fracture on the existing water
main. The increase in water pressure generated by the new booster pump caused
the adjacent water main to fail. During the excavation, it was also discovered that an
existing storm drain pipe was in need of repair and was damaged during the initial
construction of the existing water main. The scope of the repair included the
installation of a new section of 6-inch diameter water main pipe, point repair of the
existing 8-inch storm drain, and two gate valves. The total cost for the emergency
repair was $31,876.48 (Water Main Repair = $23,853.97, Storm Drain Repair =
$3,003.11, Valve Replacements = $5,019.40). The contract for that emergency work
was approved by the City Manager as authorized by the Culver City Municipal Code
(CCMC). Further, notice to the City Council of the emergency contract was also
provided as required by the CCMC.
Also a change order in the amount of $2,545 was approved by staff for consultation
services to Eagle Pump Services during the emergency water main repair work.
Eagle Pump Services provided a notarized ‘Final Release and Lien Waiver’ by their
subcontractor/vendor, Watertronics LLC, stating that they have been paid in full.

Booster Pump Replacement Project, P-922; and
2. Authorize the Public Works Director/City Engineer to execute the Notice of
Completion on behalf of the City and submit it to the Los Angeles County
Recorder’s Office.
