RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the revised classification specification for Recreation Specialist.

 

BACKGROUND/DISCUSSION

 

The Parks, Recreation and Community Services Department is responsible for providing recreation, wellness and park-related services as well as facilitating the delivery of selected senior and social services to assist in the health and well-being of our community.

 

The Recreation Specialist classification is assigned to the Parks, Recreation and Community Services Department and is shared between several divisions within the department. The duties of the position vary based upon the assignment. 

 

The modifications to the classification are being proposed as a result of work responsibilities and tasks that have shifted to accommodate organizational structure. The proposed changes throughout the classification specification capture the actual job duties being performed by incumbents and reflect the current needs of the department. In addition, the proposed revisions will assist the City with providing clarity to applicants regarding essential duties and requirements of the position, and the knowledge, skill and ability expected to perform these duties.  Revisions were made to the Definition, Supervision Received and Exercised, Essential Job Duties, Minimum Knowledge, Skills and Abilities, License and Certificates, and Training and Experience.

 

Classification Specification

 

                     Definition

Revisions to this section were made to clarify that the responsibilities vary considerably based upon the program, event, facility and/or assignment.

 

                     Supervision Received and Exercised

Revisions to this section were made to accurately reflect the supervision received and exercised.

 

                     Essential Job Duties

Addition of duties were made to capture the work performed by the incumbents. 

 

                     Minimum Knowledge, Skills and Ability

Revisions to this section were made to improve the language and include knowledge, skills and abilities more closely aligned with those necessary to perform the job.

 

                     License and Certificates

Possession of an Automated External Defibrillator (AED) certificate within one month of employment was added to expand on the training involved with performing the job. 

 

                     Training and Experience

Minor revisions were made to this section to accurately reflect the training and experience needed to successfully perform the duties.

 

 

FISCAL ANALYSIS

 

Labor Market

 

The proposed classification specification is consistent with the labor market classifications that function as a Recreation Specialist.

 

 

AUTHORITY

 

In accordance with Civil Service Rule 3.3(a), the Civil Service Commission shall consider reclassification upon the recommendation of the Human Resources Director and the affected department head.

 

Civil Service Rule 3.3(a) Processing:

 

The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City. The request shall be prepared and submitted to the Administrative Services Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case. The Administrative Services Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Administrative Services Director deems appropriate.

 

The Administrative Services Director’s recommendations shall be communicated to the originator, the affected appointing authority and employee organization. If any party disagrees with the Human Resources recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation. The Commission shall make the final decision on the establishment of a new classification or revisions to an existing classification.
