RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission
discuss rescheduling the Tuesday, November 3, 2009 Commission meeting, which falls on
election day, to Thursday, November 5 2009.
BACKGROUND/DISCUSSION:
It is customary for the Parks, Recreation and Community Services Commission to set the
meeting schedule for the next calendar year at its July meeting and to review that schedule
once again during the first meeting of the New Year. At the July 1, 2008 Parks and
Recreation Commission meeting, after confirming that there were no scheduling conflicts
due to legal or religious holidays and/or the unavailability of the Council Chambers, the
Commission approved the following list of scheduled meetings for 2009 (moved by
Commissioner Daly Redholtz; seconded by Chair Cooper; passed unanimously 4-0, with
one Commission vacancy):

When the schedule of meetings was reviewed again at the January 6, 2009 Commission
meeting, it was noted that the November 3, 2009 PRCS Commission meeting falls on
Election Day. Of specific concern was the Culver City Unified School District (CCUSD)
Board of Education election; a local election that should draw Culver City residents to the
polls.
At the February 3, 2009 meeting, the Commission discussed the potential conflict in having
both the PRCS Commission meeting and the CCUSD School Board election scheduled on
November 3, 2009. Although the Commission determined that the date of the November
meeting should remain unchanged, there appeared to be some difference of opinion as to
whether or not the School Board election was actually being held this year. Subsequent to
the discussion, it was determined that this item should come back for Commission
consideration this month, if, in fact, the CCUSD School Board election is scheduled on
Tuesday, November 3, 2009.
The Election Coordination Section of the County of Los Angeles Department of the
Registrar-Recorder/County Clerk has published a list of “2009 Scheduled Elections” on the
Web at www.lavote.net/Voter/. According to that list, the Culver City Unified School District
Board of Education has three Board seats that are up for election on November 3, 2009.
Therefore, the CCUSD School Board election will indeed be held on that date, which is the
same date that the November Commission meeting is scheduled.
However, City Clerk’s Office recently informed staff that the County has not yet made
arrangements for voters in the CCUSD Board of Education election to use any of the
facilities at City Hall on November 3, 2009. Although not currently scheduled, any voting
would take place in the Patacchia Room, not in the Mike Balkman Council Chambers at City
Hall. As a matter of convenience for the members of the Commission and the viewing
public, the Commission may want to reschedule the Tuesday, November 3 meeting to
Thursday, November 5, 2009. If so, the Council Chambers is available on that date and the
meeting would be broadcast live, as long as advance notice is given to the City’s
audio/video technician. The Commission should also consider that changing the day of the
meeting may confuse the community as to its meeting schedule.
FISCAL IMPACT: There is no fiscal impact associated with this agenda item.

November 5, 2009;
