RECOMMENDATION:
Staff recommends that the City Council approve a budget amendment to accept
FEMA/OES funding for the final design of the slope repair behind the properties
located at 10745, 10747, and 10751 Cranks Road and 5722 and 5724 Tellefson
Road.
A four-fifths affirmative vote is required to amend the budget.
BACKGROUND/DISCUSSION:
FEMA approved $82,150 as eligible reimbursement costs for design of the repair of
the slope failure. FEMA will fund $61,613.00 or 75% of the eligible cost, and State
OES will cover $15,403.00, approximately 19%. In addition to the reimbursements
just discussed, FEMA and OES have already paid to the City $3,780.00 as an
administrative allowance for its work on the project. However, the $3,780 is not
considered a reimbursement for the design costs.
The City has already expended $6,000 and $32,150 for the preliminary
investigations and analysis by Group Delta Consultants and Zeiser-Kling,
respectively. The City Council report of May 22, 2006, stated that an additional
$45,904.00 is required to fund the Geo-Environmental, Inc. contract. Afterwards
staff discovered FEMA/OES eligible reimbursement funds were not approved in the
adopted budget. Therefore, in order to adequately pay Geo-environmental, Inc., for
the $88,550 contract, another budget amendment is required. The amount required
is $45,796.

A total of $45,796 is required to make up the budget shortfall.
In comparing the reimbursable grant total to the budget required the City will absorb
$44,550 of design costs if an alternative source of funding is not identified. Staff is
currently working with FEMA and OES officials in an attempt to get the approved
amount of funding for design services increased through an amendment to the
FEMA approved Project Worksheet. City of Culver City, California

The final design of the slope repair is nearing completion and staff will be presenting
it for approval and authorization to proceed with construction in October 2006.
It is recommended that the $45,796 funding for this work be allocated from General
Funds reserve to Project 42300867. It is anticipated that these funds will be
recovered from FEMA and OES upon completion of design. A 4/5
th
vote is required
to approve this budget allocation.
MOTION:
That the City Council:
1. Approve a budget amendment to transfer $45,796 from General Fund
Reserve to account number 42300867.619800.
