City of Culver City, California Agenda Item Report RECOMMENDATION: Staff recommends the City Council consider the current availability of appointments to the Los Angeles International Airport/Community Noise Roundtable (Roundtable) and provide direction to the City Manager regarding such appointments. BACKGROUND: Traditionally, the City Clerk’s Office advertises for vacancies on the various City Commissions, Committees, and Boards in April with the City Council considering appointments at the second Regular City Council Meeting in May. Staff was recently made aware of the Roundtable. Article II – Mission of the Roundtable’s By-Laws (By-Laws) provides: …[The Roundtable] is an association of local communities, Los Angeles World Airports, the Federal Aviation Administration, and airline industry representatives. Nachbar (06/03/14) City of Culver City, California Agenda Item Report “A city, county, state or federal jurisdiction can participate in the Roundtable by submitting a letter of interest/intent to the Chair of the Roundtable. In that letter, the jurisdiction shall formally designate the official representative of the jurisdiction and an alternate elected official, jurisdiction staff member or a person from that community who is authorized to act in the designee’s absence.” DISCUSSION: Staff has identified the following options for the City Council’s consideration to address the existing vacancies on these bodies (presented in no particular order): 1) Do not fill the vacancies at this time, but include the vacant seats during the next recruitment process. The next regular recruitment process is scheduled to occur in April 2015. 2) Immediately open a new recruitment for the current vacancies. In this event, it is expected the appointments of an Official Representative and Alternate Representative would be presented to the City Council in late July/early August for consideration. 3) On May 12, 2014, the City Council appointed Ms. June Lehrman to the LAX Area Advisory Committee. Ms. Lehrman has expressed an interest in serving as the City’s Official Representative to the Roundtable. If desired, the City Council could appoint Ms. Lehrman as the Official Representative. This would leave the Alternate Representative position vacant. Should the City Council select this option, staff would request direction on how to proceed with the Alternate Representative vacancy. Opening a New Recruitment To conduct a new recruitment, advertisements are typically placed in the local newspaper (at a cost of approximately $325 per week), notice is posted on the City’s website and sent via e-mail through the GovDelivery service, and letters and/or e- mails would be sent to past applicants. Further, notice would be sent via Twitter and posted on the City’s Facebook page. As discussed, in the event the City Council determines to leave these seats vacant at this time, the next annual recruitment process will begin in early to mid-April 2015. FISCAL ANALYSIS: Should the City Council direct the City Manager to proceed with a recruitment process at this time, the costs of advertisement (estimated at $325 per week) would be incurred in the City Clerk’s Office budget.
